,activities in terms of their utilization of available land, other natural resources, and available <br />services, and the need for orderly infrastructure planning; and (d) the impacts of proposed <br />development on the additional designated areas which may diminish the resources to be <br />protected or located within those areas; <br /> <br />5. The foregoing concerns are in accord with the applicable guidelines for designation <br />which the CLUC has issued with respect to the additional designated areas and activities <br />addressed in the Proposed 1041 Regulations, as further set forth in the Commission's Model <br />Regulations proposed for the administration of these additional areas and activities; <br /> <br />6. The additional designated areas and activities constitute areas and activities of state <br />interest within the City of Louisville, considering a multitude of relevant factors including <br />the areas' and activities' potential magnitude, significance, or size; their regional or <br />extraterritorial nature; the inability of the City to effectively regulate the subject development <br />without the authority provided in the Proposed 1041 Amendments; the need to provide an <br />improved City-wide evaluation of the impacts of development in or affecting the additional <br />designated areas; and the potential for the additional designated activities to adversely impact <br />the land, infrastructure, and environmental resources of the entire City and adjacent <br />communities; <br /> <br />7. Designation of the additional areas and activities and adoption of the Proposed 1041 <br />Amendments are in accordance with the City of Louisville Comprehensive Plan, and assist <br />the City in the more effective implementation of its statutory land use and related regulatory <br />powers; <br /> <br />8. For all of the foregoing reasons, serious concerns or dangers may result from the <br />continuing conduct of the additional designated activities, or continuing development in or <br />affecting the additional designated areas, without the unified control provided by a binding <br />City review process. In addition, there are significant advantages to conducting the <br />additional designated activities, and regulating development in or affecting the additional <br />designated areas, in a coordinated manner through the implementation of the Proposed 1041 <br />Amendments. <br /> <br /> WHEREAS, the City Council finds that all applicable notice and public hearing <br />requirements have been followed regarding the designation of these matters of state interest; the <br />adoption of guidelines and regulations for their administration; and the adopting of amendments to <br />the general administrative regulations contained in Chapter 17.32 of the Louisville Municipal Code; <br />and <br /> <br /> WHEREAS, in designating the matter of state interest stated herein, the City Council has <br />considered the intensity of current and foreseeable development pressures, and any applicable <br />guidelines for designation issued by the Colorado Land Use Commission as part of its House Bill <br />1041 Model Land Use Regulations; and <br /> <br />3 <br /> <br /> <br />
