C'tytf FINANCE COMMITTEE <br />Louisville COMMUNICATION <br />COLORADO • SINCE 1878 <br />SUBJECT: DISCUSSION/DIRECTION - DISPOSABLE BAG TAX <br />IMPLEMENTATION AND PROGRAMMING <br />DATE: MARCH 15, 2021 <br />PRESENTED BY: EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATIONS AND SPECIAL PROJECTS <br />KATIE BAUM, SUSTAINABILITY COORDINATOR <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />BACKGROUND: <br />In 2020, Louisville voters approved Ballot Question 2A, which aims to reduce single -use <br />bag consumption within the community by applying a $0.25 tax on every paper and <br />plastic bag provided to customers by Louisville retailers. The bag tax will go into effect <br />January 1, 2022 with the intent of reducing single -use waste within the community. The <br />estimated total of single -use bags distributed in Louisville is approximately 4.5 million <br />bags or 25 tons per year. <br />Louisville residents continue to prioritize waste reduction efforts, and over the past three <br />years, the City's residential contract hauling diversion rates have continued to improve. <br />In 2019, single-family residences under the City's contract diverted approximately 44% <br />of waste away from the landfill.
