City Council
Meeting Minutes
March 2, 2021
Assistant City Manager Hogan stated one of the Council's annual work plan items is
working to address noise from Rocky Mountain Metropolitan Airport (RMMA). She
reviewed the work completed to date. Recent efforts have focused on the new RMMA
Community Roundtable. They have now met twice and Councilmember Lipton is the vice
chair. The group has hired a meeting facilitator and has agreed to discuss the air traffic
heat map showing major traffic over Louisville at its next meeting.
She noted that if the Council is interested in hiring airport consultants for 2021 to
complete tasks outside of the work of the roundtable, staff can prepare a budget
amendment and request for proposals for Council to review.
Public Comments — None.
Councilmember Lipton stated he is excited about the roundtable and the members really
are enthusiastic about finding some solutions but added the roundtable is limited to
addressing noise issues and this will take many years to see real results.
He noted the noise heat map that is in the packet was provided from a local resident and
it clearly shows how great the impact is to Louisville. Most of this traffic is from single
propeller airplanes from training flights.
Councilmember Lipton noted changing traffic patterns will simply shift the noise to other
locations not necessarily end the noise so everyone has to keep that in mind.
He stated the FAA is starting to understand the impacts planes are having on local
municipalities and they are taking that into account when designing flight patterns but
noted the FAA moves very slowly.
Councilmember Leh asked if this project will take more staff time than we anticipate.
Hogan stated the work of roundtable has a limited impact on staff but if Council would like
additional work completed outside of the roundtable that could impact staff.
Council consensus was that if additional consultant work is needed staff will come forward
with a budget amendment request.
WATER RIGHTS ACQUISITIONS AND DISPOSITIONS
ORDINANCE NO. 1804, SERIES 2021 — AN ORDINANCE APPROVING THE
TRANSFER OF CITY -OWNED WATER RIGHTS IN THE NEW COAL RIDGE DITCH
COMPANY AND APPROVING AN AGREEMENT IN CONNECTION THEREWITH —
2ND READING, PUBLIC HEARING (advertised Daily Camera 2/21/21)
RESOLUTION NO. 13, SERIES 2021 — A RESOLUTION APPROVING AN
AGREEMENT FOR THE PURCHASE AND SALE OF CBT UNITS OF NORTHERN
