City Council <br />Meeting Minutes <br />March 2, 2021 <br />Page 3 of 6 <br />Assistant City Manager Hogan stated one of the Council's annual work plan items is <br />working to address noise from Rocky Mountain Metropolitan Airport (RMMA). She <br />reviewed the work completed to date. Recent efforts have focused on the new RMMA <br />Community Roundtable. They have now met twice and Councilmember Lipton is the vice <br />chair. The group has hired a meeting facilitator and has agreed to discuss the air traffic <br />heat map showing major traffic over Louisville at its next meeting. <br />She noted that if the Council is interested in hiring airport consultants for 2021 to <br />complete tasks outside of the work of the roundtable, staff can prepare a budget <br />amendment and request for proposals for Council to review. <br />Public Comments — None. <br />Councilmember Lipton stated he is excited about the roundtable and the members really <br />are enthusiastic about finding some solutions but added the roundtable is limited to <br />addressing noise issues and this will take many years to see real results. <br />He noted the noise heat map that is in the packet was provided from a local resident and <br />it clearly shows how great the impact is to Louisville. Most of this traffic is from single <br />propeller airplanes from training flights. <br />Councilmember Lipton noted changing traffic patterns will simply shift the noise to other <br />locations not necessarily end the noise so everyone has to keep that in mind. <br />He stated the FAA is starting to understand the impacts planes are having on local <br />municipalities and they are taking that into account when designing flight patterns but <br />noted the FAA moves very slowly. <br />Councilmember Leh asked if this project will take more staff time than we anticipate. <br />Hogan stated the work of roundtable has a limited impact on staff but if Council would like <br />additional work completed outside of the roundtable that could impact staff. <br />Council consensus was that if additional consultant work is needed staff will come forward <br />with a budget amendment request. <br />WATER RIGHTS ACQUISITIONS AND DISPOSITIONS <br />ORDINANCE NO. 1804, SERIES 2021 — AN ORDINANCE APPROVING THE <br />TRANSFER OF CITY -OWNED WATER RIGHTS IN THE NEW COAL RIDGE DITCH <br />COMPANY AND APPROVING AN AGREEMENT IN CONNECTION THEREWITH — <br />2ND READING, PUBLIC HEARING (advertised Daily Camera 2/21/21) <br />RESOLUTION NO. 13, SERIES 2021 — A RESOLUTION APPROVING AN <br />AGREEMENT FOR THE PURCHASE AND SALE OF CBT UNITS OF NORTHERN <br />
