extent that it should be provided, along with the hours and days on which parking <br />permit restrictions should apply. No such parking restrictions shall apply on <br />Sundays or legal holidays. <br /> D. Prior to making any designation of a parking permit zone or lot, the <br />City Administrator may notice and hold such public meetings as deemed <br />advisable to assist in formulating a designation, and shall provide public notice of <br />a designation prior to its effective date. <br /> <br />10.18.020 Posting of signs and compliance required. <br />A. Upon designation of a parking permit zone or lot, there shall be <br />installed for the zone or lot the necessary traffic control devices to prohibit or <br />limit the duration of parking without a permit. <br /> B. It shall be unlawful to park in a parking permit zone or lot without <br />a valid parking permit when such a permit is otherwise required, and such <br />violation shall be a traffic infraction for which the sole penalty shall is fine. <br />Vehicles not in compliance with any parking permit requirements shall be subject <br />to tow. A vehicle displaying a valid permit issued pursuant to this chapter may be <br />parked in a designated parking permit zone or lot without regard to time limits <br />prescribed for the zone or lot. <br /> <br />10.18.030 Permits and regulations. <br />A. Upon designation of a parking permit zone or lot, the City <br />Administrator shall, upon application, issue permits for parking within such zones <br />or lots, subject to the following requirements: <br /> 1. The amount of the permit fee for parking in the various types of <br />designated parking permit zones and lots shall be as established by resolution of <br />City Council; <br /> 2. For any designated parking permit zone or lot in a commercial <br />area, permits shall be issued on a first-come, first-served basis; <br /> 3. For any designated residential parking permit zone, permits shall <br />be issued only for vehicles owned by or in the custody of and regularly used by <br />residents of the zone; and <br /> 4. Guest permits shall be made available for guests of residents in a <br />designated residential parking permit zone, and temporary permits shall be made <br />available for contractors conducting business on properties in parking permit <br />zones. <br /> B. The City Administrator shall by regulation prescribe additional <br />standards and guidelines, not inconsistent with this chapter, governing the <br />issuance and use of permits for parking within designated parking permit zones <br />and lots. Such regulations shall address, without limitation, the manner of <br />application for the issuance and renewal of permits; the transferability of permits; <br />the standards for determination of residency for residential parking permit zones; <br />the duration of permits; the manner of display of permits; standards for revocation <br /> <br /> <br />
