C. If parking space has been provided in connection with an existing structure or use or is added in connection with an existing structure or use, the existing parking space shall not be eliminated if elimination would result in less space for the existing floor area than the ratio set forth in Subsection A of this Section. Therefore, existing parking may be credited to the parking requirement of Subsection A of this Section only if the existing parking space exceeds a ratio of one parking space per 400 square feet of existing floor area for the structure to be enlarged. D. In addition to the criteria set forth in Section 17.20.080 and, when applicable, Section 17.28.110, the City Council may waive or modify the parking requirements applicable to Downtown Louisville when the applicant has demonstrated that by alternative methods acceptable to the City Council adequate parking space is and will remain available for the proposed structure or use, even though the alternative method by which the parking space is provided does not otherwise comply with all requirements of this Chapter. E. The requirements of this Section shall take effect June 7, 1999, and shall apply to each new structure and each enlargement of an existing structure within Downtown Louisville for which a building permit has not been issued as of such date. F. This Section shall not apply to the erection or enlargement of any parking structure. Section 5.
