<br />City Council <br />Study Session Summary <br />DATE <br />Page 2 of 3 <br />February - Valentines Day Event, Annual Heat Relief Dinner, and volunteered for <br />computer donation program. Provided training to Denver kids on how to use the <br />computer. <br />March - Attended Council, and involved in the Patrick's Day dinner. <br />April- Boulder Valley Youth Leadership Summit, and Poet-A-Thon. Purchased <br />backpacks for kids in the Boulder County Human and Health Services program. <br />Chat books for sale. <br />Dark City Ordinance. International Dark Sky - An organization to reduce light <br />pollution in the sky, and save energy. Provided information about the ordinance. <br />The YAB future goal is to discuss the Dark City program with the City of <br />Louisville Council. The Y AB would like to have more input in the issues of <br />Louisville. Y AB members requested Council support and knowledge to set up a <br />program or ordinance to promote a Dark City. In addition members would like to <br />receive the Advance Agenda and City Calendar. The Y AB indicated that this year <br />was Collaborative, entertaining, and beneficial. <br /> <br />Update/Discussion - Louisville Cultural Council (LCC) <br /> <br />LCC members reviewed the presentation details, as well as a preview of the new <br />plays, and concerts in the summer. The LCC is now on Facebook. The LCC is <br />receiving positive feedback. A challenge facing the Cultural Council is that <br />scheduling is becoming an issue; having to provide the building at the Arts <br />Center for a number of events. The Arts Center venue is small and the fire code <br />is 110 people which limits the attendance. The Theatre staging interferes with <br />other venues, as well as scheduling three week runs. Currently, the staff is <br />making arrangements to make available filming options. City Council members <br />expressed appreciation and gratitude for the work of the LCC. <br /> <br />Update/Discussion - Long-Term Financial <br />Planning/Budget Presentations <br /> <br />City Manager Fleming presented the results of the informal survey in regards to <br />City services and infrastructure. The intent is to go forward with a professional <br />survey to provide more representative and statistical valid results. Sampling was <br />taken from the BRaD, Senior Event, Lions, Chamber of Commerce, City Boards <br />and Commissions, and the CEO forum. Overall groups supported the long range <br />planning and proactive approach of the City. Staff indicated that it was important <br />that the City conduct a professional survey. <br /> <br />Council members discussed the need to identify specific needs and make a case <br />for increasing taxes; the ballot should target the tax revenues for specific <br />purposes. Staff commented that resources to appropriately maintain the streets <br />and an updated run of the pavement life model are needed. The funding source <br />needs to be flexible and address the City's infrastructure. Council members <br />discussed the value of a use tax and sales tax, although both are highly variable. <br />
