LL <br />Cityof <br />Louisville <br />PARKS, RECREATION & OPEN SPACE DEPARTMENT <br />Memorandum <br />To: Parks and Public Landscaping Advisory Board (PPLAB) <br />From: Nathan Mosley, Director of Parks, Recreation and Open Space <br />Date: April 1, 2021 <br />Re: Commercial Rental Fees <br />Purpose: <br />The purpose of this agenda item is to discuss potential creation of fees for commercial use of <br />City park facilities. <br />History: <br />Historically commercial uses of park spaces have been approved on a case by case basis with no <br />specific process for approving them or for specific charges associated with the use. Staff has <br />consistently discussed the desire to add a commercial fee to our existing fee structure. <br />Additionally over the past year there has been an increase in the number of businesses that <br />have reached out to inquire about renting park facilities due to the impacts of Covid - 19 and the <br />restrictions placed on indoor commercial operations. <br />For the purposes of this discussion, a commercial entity would be an organization that is <br />charging a fee to participants and is interested in utilizing City of Louisville parks to provide their <br />service. <br />In an effort to determine the viability of a commercial fee structure staff would like to get <br />feedback from PPLAB on the following items: <br />• Is PPLAB supportive of creating a commercial fee for park rentals? <br />• If yes, are there specific limits that you would like staff to consider in developing a plan? <br />o Limits on the number of people? <br />o Limits on the days of the week or hours in the day available to commercial <br />entities? <br />o Restrictions on the types of commercial activities? I.e. The use would have to <br />be compatible with the intended use of the park. <br />• Are there other question or issues PPLAB thinks staff should consider in creating a <br />commercial fee structure? <br />• Fee Structure <br />o Currently our fee structure includes both resident and non-resident fees (2021 <br />Fees are included as attachment #1) <br />
