She feels it makes more sense to gather detailed information this year <br />and study the excise tax option and put this on the ballot for 2022. This allows the time to <br />work out the details and build community support for the program. <br />Mayor Pro Tern Maloney stated it is an awkward time for this right now with the impact of <br />COVID still being addressed. He likes the idea but this may not be the time to move <br />ahead with this. He agreed 2022 might be a better year and allows time to really articulate <br />what we want. <br />Councilmember Brown stated he supports more funding for sustainability but he wants to <br />better understand what we would be getting for our money and understand what projects <br />we can actually complete if we did a climate action tax. We need to have more <br />information before we move this forward. <br />Councilmember Fahey agreed this is not the year to move this forward but work should <br />continue so we can be prepared to move forward in 2022 and know exactly what the <br />funds would be used for. <br />Councilmember Lipton was in agreement with the other councilmembers. He added he <br />does not support paying for RECs but would rather see actual reductions in emissions. <br />He also would like to see what happens at the State and Federal levels in these area <br />before committing to one course of action. <br />The consensus was to continue work on this for a possible ballot issue in 2022 that can <br />be more detailed and have more information on GHG reductions. <br />DISCUSSION/DIRECTION — 2021 POTENTIAL BALLOT MEASURE FOR <br />TRANSPORTATION MASTER PLAN IMPLEMENTATION <br />Deputy City Manager Megan Davis stated another option for the 2021 ballot would be a <br />question to address funding needs for the Transportation Master Plan (TMP). She <br />reviewed the history of the TMP which was adopted in 2019 and includes the City's goals <br />around transportation and specific projects in the plan. She reviewed the projects that <br />have already been completed and are currently funded. <br />Additional projects and transportation amenities (underpasses, separate bike systems, <br />etc.) will be slow to complete within the existing budget. If Council is interested in <br />expediting the completion of these transportation amenities, other funding measures <br />could be explored. She reviewed a map and list of projects that would require additional <br />funding. These 12 projects are estimated to cost $76M and would also require additional <br />staff to complete. <br />Funding possibilities for these projects include some non -City funding from the State and <br />Federal governments and some grant funding, or City -generated funding from existing tax <br />
