City(f <br />Louisville <br />COLORADO • SINCE 1878 <br />Open Space Advisory Board Meeting Minutes <br />Wednesday, March 10, 2021, 7:00pm <br />Electronic Meeting <br />I. Call to Order <br />Jessamine called the meeting to order at 7:01. <br />II. Roll Call <br />Board Members Present: Jessamine Fitzpatrick, Peter Gowen, Helen Moshe, David Blankinship, Tom <br />Neville, Charles Danforth, Laura Scott Denton, Anneliese Steel <br />Board Members Absent: none <br />Staff Members Present: Ember Brignull, Nathan Mosley <br />III. Approval of Agenda <br />Jessamine approved the agenda without revision. <br />IV. Approval of the Previous Meeting's Minutes <br />Peter commented that his name is misspelled in the minutes as "Gowan" not "Gowen." Under the <br />Redtail Ridge discussion on page 8, Peter wants to strike the two paragraphs of his comments above <br />Roman numeral XII. He didn't intend for them to be included in the formal minutes. Peter moved to <br />approve the minutes, as with the previous correction and omission. David seconded the motion. The <br />motion passed with 8 votes. <br />V. Staff Updates <br />See staff updates provided by Ember on pages 62-64 of the March 2021 OSAB Meeting Packet. <br />A. Ember had no further updates beyond what was in the packet. <br />B. Helen congratulated staff on the trail improvement grant for Davidson Mesa. <br />C. David asked whether there was an enforcement plan for sledding on open space given the large <br />snow storm coming up and recent community concern about sledding enforcement at Coyote Run <br />Open Space. Nathan said the current staff policy is to strike an educational tone, but to step in to <br />prevent resource damage. Nathan said when the snow is very melty, sledding damages hillsides. <br />He'd like to see sledding policy be a future OSAB agenda item. Charles asked for a discussion now, <br />as there is a current groundswell of interest in the topic. Jessamine said it would need to be an <br />announced agenda item, so the public can provide their input. Charles commented that the <br />interactions he heard about were not educational in tone and sounded confrontational. Nathan said <br />that the rangers all had body cameras, so if there had been confrontational interactions, they could <br />be reviewed. From his perspective, the rangers asked people to stop sledding because there was so <br />little snow that the hillside was taking damage. Jessamine interjected that this is a code -related <br />matter that needs to be discussed in the future. Anneliese asked for clarification whether there <br />would be strict enforcement of sledding in the meantime. Nathan said that there had never been <br />"strict" enforcement about sledding. <br />D. Nathan met with a playground contractor "Bienstock" (https://www.naturalplaygrounds.ca/) to <br />develop a proposal for nature play areas at Cottonwood and Lake Park. David asked if the <br />playground would be made of natural materials or synthetic materials. Nathan said it could be <br />either or both. Jessamine asked if this proposal would precede the Cottonwood Park Master plan, <br />and Nathan answered yes. <br />3 <br />
