City(f <br />Louisville <br />COLORADO • SINCE 1878 <br />Jessamine asked about the status of the board's recommendation as a follow up to Ms. Krantz's <br />comments. She asked if it has been submitted to the Planning Commission or to City Council yet. <br />Nathan said the information from OSAB's motion would be put into the packet for the Planning <br />Commission. The Planning Commission will add to it, and it will go on to the City Council from there. <br />Helen commented that OSAB regularly evaluates land for City acquisition/conservation and the <br />Philips 66 land has been a top-5 tier property since 2016. OSAB decided that year that cost and budget <br />would not factor into the board's criteria of how to evaluate land. City Council has never acted on <br />OSAB's endorsement for the land. <br />Vill. Informational Item: Open Space Division 2021 Work Plan. Presented by: Ember Brignull, Open <br />Space Superintendent <br />Ember referred the board to page 65 of the meeting packet. This is Open Space staff's high-level <br />work plan for the year. It includes priorities from City Council, staff, OSAB, and citizens. It gets reviewed <br />by the director, then gets broken into action item and staffing allocation. She highlighted items in <br />yellow where staff could use feedback or a vote from OSAB, and also places where OSAB's goals overlap <br />with staff goals. She cautioned that this is a fluid document that will be constantly revisited and revised. <br />She asked the board for comments. <br />Anneliese asked if there was any sort of priority ranking implied by the numbers on the <br />document. Ember replied there was not. <br />Helen asked about current staff count. Ember replied that there are currently two rangers, two <br />resource specialists, and two maintenance staff. There will be two seasonal workers and one temp this <br />year. She added there will also be a Boulder County Youth Corp team working for Open Space and <br />Parks. Nathan added that he is also is coordinating with a Ready to Work program for people trying to <br />break a cycle of homelessness. He said the primary focus would mechanical weed control. <br />David asked about item 56e that lists a yacht club. Ember clarified that this is the group that <br />sails motorized model sailboats at Harper Lake. <br />Anneliese asked if there are priorities for staff to work on. Ember answered that there are <br />internally, but this is a more high-level document to share. <br />Jessamine asked if there was further public comment on this agenda item and got none. <br />IX. Action Item: Draft Open Space Advisory Board 2021 Goals. Presented by Jessamine Fitzpatrick, <br />OSAB Chair <br />Jessamine gave some context and directed the meeting to packet page 68. While the board <br />discussed the document, Jessamine updated it in real-time in a shared google document, which will be <br />shared in the meeting minutes. She asked if the board would prefer to vote on the document, or if it can <br />be kept as a living document. The board agreed that these goals should be informal and updatable. She <br />asked the "lead persons" to lead the discussion for each goal area. She asked for OSAB, Ember, and <br />Nathan to provide feedback to each goal area. <br />Charles led the discussion on Acquisitions. He said it was pretty similar to previous years' goals. <br />Jessamine asked about the acquisition list procedure. Helen said there are three documents the board <br />uses for this process: the first explains the criteria the board uses to evaluate a parcel, the second is the <br />spreadsheet of board member's rating of each parcel, the third is a dossier/profile sheet for each high - <br />tier property, prepared by staff. The profile sheets list potential uses for the land, the land's history, and <br />potential conservation strategies beyond mere acquisition. Helen added that the board has worked <br />hard to refine this process. Traditionally, the board gets into a City van and visits each listed property. <br />5 <br />
