PIERCE, ECONOMIC VITALITY DIRECTOR <br />6411Ly,IJi/_1Zvi <br />After several months of dialogue and consideration, the Economic Vitality Committee <br />(EVC) recommended the dissolution of the Business Retention & Development (BRaD) <br />Committee. This recommendation was considered by City Council at its February 16, <br />2021 meeting, at which time a Resolution was approved to dissolve the BRaD <br />Committee. <br />In March, Councilmembers revisited the composition of the EVC. There was a <br />consensus to add four non -voting business representatives to the EVC as well as to <br />invite representation from the Chamber of Commerce and the Downtown Business <br />Association (DBA). <br />DISCUSSION: <br />Based on the March direction, staff prepared a process for inviting the business <br />members, including number of representatives, criteria on eligibility, selection, and <br />terms. Since the EVC indicated the participation of the Chamber and DBA would be <br />distinct and the decision of those organizations, this information focuses on recruitment <br />of the four non -voting business representatives. <br />The EVC noted that eligibility should include business owners, commercial property <br />owners, and residents who own businesses in the surrounding area. Attachment #1 is a <br />draft 2021 Application for Business Member Appointment to the EVC. With EVC's <br />consent on the outlined content, the application would be published around April 20 and <br />allow three weeks for applicants to submit. The available appointments would be shared <br />through the City's communication channels as well as through the Economic Vitality e- <br />newsletter. Applications would be due May 11. <br />To determine those recommended for appointment, EVC members will need to review <br />applications and potentially interview applicants. The Committee should provide <br />direction to staff about how they wish to conduct this portion of the process in terms of <br />who wishes to participate and potential review dates. Since City Council did not <br />specifically discuss this revised structure of a Council Committee, the EVC should <br />advance a recommendation on the new membership once potential business <br />representatives have been identified. If this action occurs before the end of May, then <br />Council approval could occur in June; business members would then likely begin <br />attending EVC meetings in either June or July. <br />Agenda Packet P. 7 <br />
