SUBJECT: BUILDING PERMIT FEE REVIEW <br />DATE: AUGUST 7, 2018 Paqe 2 of 13 <br />BACKGROUND: <br />Division Staffing and Facilities <br />The Building Safety Division enforces the City's adopted building codes to ensure that <br />buildings are designed and constructed in a safe manner for the building's intended use, <br />that buildings are constructed with quality materials and workmanship, that construction <br />is conducted in a safe manner, and that structures meet minimum energy efficiency <br />standards. Building codes and enforcement of the codes also provide consumer <br />protection to the homeowners and property owners in the City. <br />The Building Safety Division includes five full-time employees: <br />• Chief Building Official <br />• Combination Building Inspector III <br />• Combination Building Inspector III <br />• Plans Analyst <br />• Building Permit Tech <br />Consultants are also utilized for elevator plan review and inspection services and general <br />plan review and inspections services to supplement the full-time staff on an as needed <br />basis. <br />Several City departments and divisions support the Building Safety Division in varying <br />capacities. Support services include management support, records, IT, accounting and <br />purchasing, human resources, facility and vehicle maintenance, and legal support. <br />Allocations of personnel costs are included in the Appendix to reflect these support <br />services. Staff allocations range from 1 % to 75% depending on estimated time in direct <br />support of Building Safety. Departments providing support to the Building Safety Division <br />include: <br />• City Attorney <br />• City Clerk/Records <br />• City Manager's Office <br />• City Services <br />• Code Enforcement <br />• Finance <br />• Human Resources <br />• Information Technology <br />• Planning <br />Facilities used by the Building Safety Division include City Hall and the Police <br />Department basement for file storage. The Planning and Building Safety Department <br />takes up approximately 2,050 square feet of floor area in City Hall. An allocation of 60% <br />of this space is estimated in direct support of Building Safety. Ancillary use of City Hall <br />outside of the Planning and Building Safety Department for use of shared space and <br />support staff is estimated at 5% of the remaining 15,950 square feet of City Hall.
