G20. New construction should appear similar in mass and scale to structures <br />found traditionally in the area. <br />This policy specifically notes that the height of a "new building should be compatible <br />with existing buildings in the area and especially with those structures that are <br />immediately adjacent to a project." The proposed new residential buildings would be <br />the tallest structures in the vicinity and includes three stories while surrounding <br />development is two stories. The following is a comparison of estimated heights of some <br />adjoining and nearby buildings: <br />- Proposed New Residential Development (725 Front) - 36' in Height <br />- 950 Spruce Office - 28' with Architectural Projections up to 30' in Height <br />- Louisville Public Library (951 Spruce) - 32' in Height <br />- 726 Front Office - 34' in Height <br />The proposed new residential development would be similar in height but slightly taller <br />than any other buildings in close proximity and would be much taller than the single - <br />story structures immediately to the South. <br />G21. A larger building may be divided into "modules" that reflect the traditional scale <br />of construction. <br />1) If a larger building is divided into multiple "modules," these should be expressed <br />three -dimensionally, by having significant architectural changes, through -out the <br />entire building. A single form should remain the dominant element, such that the <br />overall mass does not become too fragmented. (See also Guideline C5 on page <br />35.) <br />2) Consider stepping down the mass of larger buildings to minimize the perceived <br />scale at the street. <br />The base form of the three units is rectangular, but includes articulation through the <br />addition of the front patio and deck elements that provides some level of modulation. <br />However the massing of the upper stories does not step back as recommended by this <br />policy. Further discussion is provided under C6 below. <br />G24. New interpretations of traditional building styles are encouraged <br />1) A new design that draws upon the fundamental similarities among traditional <br />buildings in the community without copying them is preferred. This will allow them <br />to be seen as products of their own time yet compatible with their older <br />neighbors. <br />The new construction is differentiated from the existing, historic buildings in Downtown. <br />Staff has made some recommendations on materials and articulation under other <br />policies that could further address compatibility of the new buildings. <br />G29. Maintain the existing range of exterior wall materials found in downtown. <br />1) Appropriate materials for primary structures include horizontal and vertical siding, <br />shingles and brick. <br />2) The lap dimensions of siding should be similar to those found traditionally. <br />Typically 4-6 inches exposed. <br />HPC April 19, 2020 8 <br />17 <br />
