The use of brick at the lower two levels helps portray a unified lower element compared <br />to the lighter colored stucco or composite panels on the third floor and could be <br />considered as meeting the intent of the policy. Staff does note that the lower brick <br />element is -19' in height and the off-white composite or hardi-board panel element at <br />the first story is -12' in height compared to the 12-14'storefront massing of a typical <br />storefront facade suggested in the policy. <br />NEXT STEPS: <br />This project will be reviewed by the Planning Commission and City Council at future <br />public hearings. Staff is seeking HPC's recommendation to the Planning Commission <br />and City Council on compliance of the project with the Design Handbook policies on <br />maintaining the historic and traditional context of Downtown. <br />ATTACHMENTS: <br />1.
