<br />City Council <br />Study Session Summary <br />April 20, 2009 <br />Page 2 of 4 <br /> <br />Celebrate Approval of the IGA for Library Services <br /> <br />The Louisville City Council (CC) and the Superior Board of Trustees (SB) <br />expressed appreciation for the efforts of all staff and public officials involved in <br />working together to provide an InterGovernmental Agreement (IGA) in which the <br />Louisville Library serves both communities. <br /> <br />The CC and SB members discussed the appointment of an individual from <br />Superior to serve on the Louisville Library Board. The member will be appointed <br />at Superior's discretion. Library Board members are appointed to five year <br />terms. The re-organization and implementation process for the Library Board will <br />include conversations of codification and ordinances that reflects the changes <br />that have occurred over the past several years. These steps are expected to take <br />place during the City Council meetings scheduled on May 5th and May 19th, 2009. <br /> <br />A Consulting firm, Corbus, has initiated the search for a new Library Director. <br />Interviews are scheduled to begin in June. <br /> <br />Update/Discussion - US 36 EIS <br /> <br />Balser discussed the status of the US 36 EIS. <br /> <br />The US 36 evaluation has resulted in a preferred combined alternative that works <br />for all communities. The plan includes HOV, hot lane, and BRT with a bikeway <br />component. Phase I is a widened corridor from Denver to Boulder and is <br />estimated to cost $750 million. The final EIS will be in November. The goal is to <br />move the 1 st phase to 2015, requiring identification of funding sources. Budget <br />and funding for RTD and CDOT projects have been significantly reduced, <br />impacting the US 36 project. RTD has allocated $7.5 million to the Queue Jumps <br />for the highway. Queue Jumps are temporary, and will be removed during Phase <br />III in 2035. Stimulus money requires a quick turn around therefore cooperation <br />between Louisville and Superior is essential to move forward. State funding is a <br />major issue. Incremental improvements could be made through DRCOG. <br /> <br />The rail corridor for a commuter rail has experienced long and tough <br />negotiations. Alignment has recently been approved, and a noise analysis will be <br />complete by the end of the year. Public meetings will be conducted in the Fall. <br />Additional taxes are being considered to complete FastTracks on time. <br /> <br />Update/Discussion - McCaslin InterchanQe <br /> <br />Funding of $600,000 for the McCaslin interchange has been earmarked and <br />should be obligated within the next 9 months. Design should be completed by <br />2010, and construction is slated to begin in 2011. <br />
