Planning Commission
Meeting Minutes
FEBRUARY 12, 2009
McCartney stated the applicant should explain why the tower needed to be
moved.

Applicant Presentation:
Peter Van Wickler, representing Sprint Nextel, addressed the concern already
identified by the Commissioners. He also suggested the board ask any additional
questions instead of his giving a formal presentation.

. Elevation of 80-foot pole - this is the shortest pole that can be used at the
new site location. The further away from the ridge you move the taller the
pole needs to be. A 'cow' can not be used because their maximum height
is 60 feet. A 'cow' can not be used closer to the ridge because there is no
power or telecom at the ridge at this time.
. New location - The original location on building 2A is not available at this
time because the building has been de-constructed. The new location is
an agreed upon site location by Sprint Nextel and ConocoPhillips. The
power to the new site will come from 88th Street.

Commission Questions of Applicant:
Lipton asked what other sites had been considered.

Van Wickler stated the Monarch High School site was not used since the school
district does not want cell sites on their property. He also stated the lease for the
current property is for 30-years and was also included as part of the sale of the
property. The actual location on the ConocoPhillips site was mandated by them.

Pritchard asked if once the site is development will the tower site be moved back
the original location.

Van Wickler stated it had been determined at this time as the permanent location
for the tower.

Tengler asked if the agreement did not include the ability to relocate to the
original cell site.

Van Wickler stated the agreement only states to ConocoPhillips must provide a
site for Sprint under the terms of the original 30-year contract.

Lipton asked if they had considered the Avista Hospital area.

Van Wickler stated they had attempted to contact the hospital but the telephone
calls had not been returned.

Lipton asked what it would cost to establish a new site location.

Van Wickler stated it would cost somewhere between $250,000 and $650,000.

Sheets requested clarification between a monopole and a monopine.

Van Wickler stated a canister pole is the same as a monopole, which is the
duplication of the Excel Energy power pole.

Members of the Public:
