<br />Planning Commission <br />Meeting Minutes <br />March 20, 2008 <br />Page 4 of 8 <br /> <br />Phare stated it would shared by each district. <br /> <br />Russell requested an explanation of encumbered and non-encumbered. <br /> <br />Wood reviewed the public use dedication criteria and the definition for each: encumbered <br />property is that property which is not usable (drainage, easements, ROW) <br /> <br />Applicant Presentation: <br />Rick Brew, Representing RMCS, LLC, 726 Front St., Louisville, introduced those individuals <br />involved with the project and identified the property owners. He addressed the questions raised <br />by the Commission: fiscal impact, timeline, connectivity, traffic, parks, trail system and <br />dedicated open space. <br /> <br />Members of the Public: <br />Lipton requested public comment so the applicant could address their questions at the same time <br />they address the Commission questions. <br /> <br />Bill McDermott, 1331 Hecla Dr. requested the applicant consider a plan for handling <br />construction traffic. He also discussed: the need for a sound barrier at the tracks, the increase in <br />traffic and the congestion it will cause not only on HWY 42 but its impact to Hecla Drives access <br />to HWY 42. <br /> <br />Applicant Presentation and Commission Questions: <br />Alex Arinella, traffic engineer, discussed the concerns brought forward by McDermott, Tenglers <br />concerns with traffic and its relationship to Indian Peaks in Lafayette. <br /> <br />Pritchard asked if movement off Hecla Dr. should be restricted. <br /> <br />Arinella stated it is a possibility. <br /> <br />Tengler discussed the speed limits along HWY 42 and if a light at Paschal would help slow <br />down the traffic. <br /> <br />Russell inquired about the distance between Hecla and Paschal Dr. <br /> <br />Arinella stated the distance is approximately 1Iz mile. He also stated a light would have some <br />impact on the speed. <br /> <br />Tengler addressed questions to EPS. <br /> <br />Josh Burch, EPS discussed the time and revenue source relationship to building permit fees and <br />impact fees and the ratio of assets to revenue. <br /> <br />Lipton addressed questions to Brew regarding: staging of construction traffic, homes next to the <br />RR tracks, street lighting, price points and how they determined the phasing plan. <br /> <br />Brew stated they would consider the staging of construction traffic at the time of construction. <br />He illustrated the berms between the RR tracks and the homes with a slide from a previously <br />used power point presentation. He stated they would be willing to provide street light features to <br />demonstrate the use of shielding to shine to street instead of into homes. The price of the homes <br />will probably range between $200,000 and $700,000 depending on the house type. <br />. Multi-family - $200,000 (1,000 SF) <br />. Premium Multi-family - $250,000 - $350,000 <br />. Townhome - $250,000 - $450,000 <br />. Single-Family (alley load) $375,000 - $500,000 <br />
