Posted in City Hall, Public Library, <br />Recreation Center and the Police and Courts Building and mailed to surrounding <br />property owners on February 22,2008. The property was also posted. <br /> <br />Conflict of Interest and Disclosure: None heard. <br /> <br />Staff Report of Facts and Issues: <br />Wood requested a motion to enter into public record all documents including in the <br />meeting packet which also included emails and letters regarding the project. <br /> <br />Sheets moved and Pritchard seconded a motion to enter into public record all <br />referenced documents. Motion passed unanimously by voice vote. <br /> <br />Wood continued with the following points of discussion: <br />. A request for a final PUD development plan to allow for a second floor <br />addition to the existing structure located at 916 Main Street. <br />. Subject property is a single story building on an approximate 4,770 SF lot. <br />. Property to the north (920 Main St.) is the location of Joe's Market. The site is <br />considered historic but it is not locally landmarked as historic. <br />. Property to the south (908 Main St.) is a multi-level (3) commercialloffice <br />building. <br />. The request is for approximately 655 SF additional office space on the first <br />floor and 3,630 SF on the second floor. <br />. The request also results in modification of the fagade of the building. <br /> <br />Wood discussed how staff had reviewed the request which required a review of <br />Downtown Louisville Framework Plan, the Downtown Design Handbook and the <br />Louisville Municipal Code (LMC) for setback (site plan), parking and circulation. It is the <br />position of staff that the request follows the standards and guidelines established in the <br />Framework Plan and the Design Handbook. The applicant is requesting some relief <br />from the LMC. <br /> <br />Wood discussed the PUD development plan with the following points: <br />. Parking and Circulation: Off street parking spaces are to be provided at a <br />ratio of one parking space per 400 SF of new floor area rounded to the <br />nearest 400 SF. The code also exempts the first 999 SF of the new addition. <br />The new gross floor area being added is 2,787 SF. The net area that is <br />subject to the parking requirements is 1,788 SF, for a total of 4 additional <br />parking spaces. The applicant wishes to pay a cash-in-lieu fee for the parking <br />spaces. The payment will total $14,400 or $3,600 for each insufficient parking <br />space. <br />. Site plan: The lot coverage is approximately 74%. The building will retain the <br />current front setback, which is 5.5 feet. LMC requires a 20' rear yard setback. <br />The submitted drawings illustrate the building with an 18' rear yard setback. <br />The applicant is requesting a rear yard setback waiver of 2 feet. The 18' <br />setback does allow enough for parking. <br /> <br />Wood continued with a summary of the Historic Preservation Commission comments: <br />. The April 2000 City of Louisville Architectural Inventory Form states "the <br />property is ineligible for inclusion in the National Register of Historic Places. It <br />
