<br />Planning Commission <br />Meeting Minutes <br />OCTOBER 9, 2008 <br />Page 4 of 11 <br /> <br />Conflict of Interest and Disclosure: None heard. <br /> <br />Staff Report and Questions from Commission: <br />Wood reviewed the revisions to the Comp Plan from the previous meeting with <br />the use of a PowerPoint presentation. <br /> <br />Discussion continued on the following: <br />. School District enrollment information. <br />. LU-4.4 and the related requirements for a recent change to an IGA. <br />. Suggestions for changes to the Comp Plan from other groups actually <br />belong in a development agreement. Staff would request additional time <br />to review those changes with those groups. <br />. The impact ConocoPhillips has on Opportunity Area #4 and what needs <br />to be changed. Staff recommends to keep the details for that area as <br />general as possible. Lipton reminded the Commissioners that Area #4 <br />can be amended at anytime, especially after we know the details of the <br />ConocoPhillips project. <br /> <br />The following Chapter edits were suggested during a discussion between staff <br />and the Planning Commission: <br />. Chapter 1 <br />o Include Community Survey Information on Page 1-8. <br />. Chapter 2 <br />o Edit "Visitabilty" section, page 2-23 & 24 <br />o Edit wording regarding the build-out and BVSD, page 2-35 <br />. Chapter 3 <br />o Page 3-8, wording edits in "Continuing a Comprehensive <br />System of Parks, Open Space and Trails" section <br />o Page 3-17, Policy LU404.4, the second bullet "Parcels in this <br />Opportunity Area... Plan amendment process" is be moved <br />to Chapter 4. <br />o Page 3-49, Principle SE-1 should include Green Build, Leed <br />Standards, etc. <br /> <br />. Chapter 4 <br /> <br />o Minor changes - spelling, page references, format <br /> <br />Members of the Public: <br />Richard Lopez, 4450 Arapahoe, Boulder discussed his professional relationship <br />to some the property owners north of the ConocoPhillips project site. He stated <br />the Comp Plan wording should be general and perhaps the proposed language <br />from ConocoPhillips is too specific. He suggested the Commission think globally <br />for what they see/want for that site. He concluded by stating that the area <br />provides an opportunity for the City to step back and evaluate the site as perhaps <br />a sub-community. <br /> <br />Wayne McCreesh, ConocoPhillips representative, reviewed the philosophy of <br />ConocoPhillips and the goals they have for the site. The company will be looking <br />at all the properties in the area: the future ConocoPhillips campus, the property <br />owned by Broomfield and the property that is still within Boulder County.
