Pros and Cons for McCaslin Interchange Northeast Loop On-ramp

Pros
. A loop on-ramp would improve the operations of the existing traffic signal at the
McCaslin Blvd / westbound US-36 off-ramp by eliminating the northbound
McCaslin Blvd to westbound US-36 movement from the traffic signal.

. A loop on-ramp would reduce the delay experienced by motorists accessing US-
36 from northbound McCaslin Blvd by eliminating the turning movement from the
existing traffic signal. The projected AM Peak hour 2035 LOS for the movement
of traffic to the westbound on-ramp would be LOS D (45.6 seconds of delay) for
the loop configuration, compared with LOS E (70.4 seconds of delay) for the
double left turn configuration. The projected overall AM Peak hour 2035 LOS for
the entire intersection is LOS B (12.0 seconds delay) for the loop configuration
compared with LOS C (23.3 second of delay) for the left turn configuration. The
projected PM Peak hour 2035 LOS for both alternatives and for the intersection
as a whole is only 5 seconds different. Refer to Table 1 below for summary
information.

. A loop on-ramp would not require the reconstruction of the existing bridge to
provide an additional left-turn lane.

. The current TIP already has $5.6 Million programmed for the loop on-ramp.

Table 1. 2035 Preferred Alternative Peak Hour LOS and Delay at the McCaslin
Interchange Westbound Ramps Intersection

Movement Left Turn Northeast Loop
Configuration Configuration
AM Peak Hour
Northbound Left E (71.2) -
Northbound Through A ( 9.4) B (15.4)
Northbound Right (to Loop) - A ( 2.7)
Southbound ThrouQh B (19.5) A ( 7.4)
Westbound Left E (70.4) D (45.6)
AM Intersection Average C (23.3) B (12.0)
PM Peak Hour
Northbound Left D (53.0) -
Northbound Through B (11.6) B (17.1)
Northbound Right (to Loop) - A ( 2.2)
Southbound Through B (12.3) A ( 1.6)
Westbound Left E (58.2) D (53.4)
PM Intersection Average B (19.4) B (14.2)

Note: The westbound right and southbound right movements generally flow freely at
this location, and so are not included in the delay summary.

Cons
. Total cost of the loop is projected to be $7 million more than the double left turn
configuration ($12 million versus $5 million).

1

19
