The <br />City does not have a reserve policy for the Capital Projects Fund. The fund balance is projected to <br />decline to approximately $2.3 million at the end of 2022, but increases to approximately $3.6 million by <br />the end of 2024. <br />Consolidated Utility Fund <br />The Consolidated Utility Fund consists of the Water Utility Fund, the Wastewater Utility Fund, and the <br />Storm Water Utility Fund. Incorporating the revised revenue projections, operating expenditure <br />projections, interfund transfer projections, and C-I-P projections outlined in the preceding discussion, <br />the following graph summarizes a history and projection of revenue, expenditures, and working capital <br />for the Consolidated Utility Fund. <br />13 <br />
