City Council <br />Meeting Minutes <br />April 13, 2021 <br />Page 5 of 5 <br />Councilmember Lipton suggested some of the fund balance above the required reserves <br />could be put toward this. Mayor Pro Tern Maloney stated there are probably places to find <br />money in the Capital Fund, but it will require some tough choices. <br />Councilmember Lipton asked if the LRC could provide some funding. Councilmember Leh <br />stated he will take the request to the LRC for further discussion. <br />Councilmember Lipton stated he is concerned about the impact this new tax would have <br />on lower income residents; particularly in conjunction with other taxes that are being <br />added by other entities. He supports a smaller package of projects so it would only <br />require a modest increase in taxes. Councilmember Fahey agreed. <br />Mayor Pro Tern Maloney stated he is concerned this is a rushed project and we don't <br />have enough good information on which to make a decision. <br />Councilmember Dickinson suggested going up to $1.5M from the existing revenue so as <br />to have a smaller property tax increase. <br />Mayor Pro Tern Maloney was concerned about how much of an impact this will have on <br />the City's budget as a whole; large cuts in other areas might be needed to pay for this. <br />The consensus was to look at a package of the six underpasses and fund it through <br />taking $1.5M from the CIP revenue for bonding and ask for the remainder of the funding <br />to be paid by a new property tax.
