L City <br />f <br />Louisville <br />COLORADO • SINCE 1878 <br />Open Space Advisory Board Meeting Minutes <br />Wednesday, April 14, 2021, 7:00pm <br />Electronic Meeting <br />Call to Order <br />Jessamine called the meeting to order at 7:00. <br />II. Roll Call <br />Board Members Present: Jessamine Fitzpatrick, Peter Gowen, Helen Moshak, David Blankinship, Tom <br />Neville, Charles Danforth, Laura Scott Denton <br />Board Members Absent: Anneliese Steel <br />Staff Members Present: Ember Brignull, Nathan Mosley, Steve Roels <br />III. Approval of Agenda <br />Jessamine approved the agenda without revision. <br />IV. Approval of the Previous Meeting's Minutes <br />Helen's last name was misspelled. <br />Helen suggested an alteration to the second sentence in the 3rd paragraph on page 5 of the minutes. The <br />minutes said that the board decided that it would not take property costs into account when ranking target <br />properties for acquisition. Helen pointed out that budget considerations were never part of the board's <br />purview. Laura replied that during the meeting, Helen has brought up costs during the discussed year, city <br />council members had pushed back on including the Philips 66 parcels on the acquisition list because they <br />thought it was too expensive and would impact the city's budget. The board had discussed and had rejected <br />that argument, deciding to review and include the land. Laura and Helen agreed to recommend the wording <br />be changed from "OSAB decided that year" to "OSAB re -affirmed that year." <br />Tom moved to approve the minutes, as with the previous correction and alteration. Peter seconded the <br />motion. The motion passed unanimously. <br />V. Information Item: Public Comments on Items Not on the Agenda <br />Jessamine reviewed the rules for public comment. <br />Ember announced that an email from Sherry Kessler, to the board, had been forwarded to the board <br />regarding the recent increase in social trails on Warembourg and how the social trails seem to be degrading <br />the land. <br />VI. Information Item: Staff Updates <br />See staff updates provided by Ember on pages 15-16 of the April 2021 OSAB Meeting Packet. <br />Ember reminded the board that June 14th is the City Council budget deadline, so any budget feedback is <br />needed by then. Because this is the second year of the biennial budget process, alterations would likely be <br />minimal. <br />Ember asked the board for volunteers for a Kids to Parks event on May 15, 10:00-1:00. <br />
