SUBJECT: LEVEL CLEAR COVID-19 AND SPECIAL EVENTS UPDATE <br />DATE: MAY 11, 2021 PAGE 3 OF 8 <br />As mentioned previously, the City's Ordinance supersedes the County's Order because <br />it is more restrictive. All patrons age 2 and up entering City facilities, including the <br />Recreation and Senior Center, Library, City Hall, etc., are required to wear a mask. The <br />City does not require vaccines for entrance to public facilities, and does not ask patrons <br />about their personal health information because, under both the City's Ordinance and <br />Boulder County's Order, the exceptions that allow people who are vaccinated to gather <br />indoors without masks does not apply to government or municipal facilities. <br />The City's facial covering ordinance is in effect until repealed. Consistent with previous <br />BCPH messaging, the City has been recommending masking outdoors when 6 foot <br />social distancing can't be maintained, and has required staff to wear a mask outdoors <br />when 6 foot social distance can't be maintained. The new BCPH Public Health order <br />now states: <br />BCPH still recommends that all individuals age two years and older who have not been <br />vaccinated should practice physical distancing of six feet, handwashing, and wearing of <br />Face Coverings whenever near members of other households. <br />At this time the City's Level Clear plan, which pertains to the City's programs, services, <br />events, and operations and required public health protocols, incorporates the <br />requirement to mask indoors, and encourages masking outdoors when 6 feet social <br />distancing can't be maintained. If City Council desires to modify or repeal the City's <br />mask ordinance, this would require a future agenda item and Council discussion, and <br />staff would revise the Level Clear and special events plans accordingly. <br />Level Clear Operating Plans: <br />On April 16t", the City followed BCPH orders and moved to Level Blue and implemented <br />a Level Blue Operating Plan for the City's programs, services, events, and operations, <br />and required public health protocols during this phase. When the county moves to Level <br />Clear on May 16, 2021, the City will transition to its own Level Clear plan reflecting the <br />BCPH Level Clear Public Health order. Level Clear has no capacity restrictions and no <br />social distancing requirements. The mask orders mentioned above still pertain to <br />operations. <br />More details regarding any operating plans for City programs, events and facilities can <br />be found in the attached Level Clear Operating Plan. Generally speaking, the City will: <br />Open facilities and programs at full capacity (observing any capacity limits that <br />were in place before COVID-19). <br />Require facial coverings indoors in any City facilities as long as the City's facial <br />covering ordinance (or County Public Health Order, if the City's is repealed) is in <br />effect.
