Revitalization Commission <br />Minutes <br />April 14, 2021 <br />Page 3 of 4 <br />timeline related to the funding. Attorney Cotton -Baez noted that it is a best <br />practice to spend TIF funds on projects the year in which the funds are <br />received. At the least, TIF funds would need to be spent by the end of approved <br />Urban Renewal Area life. <br />Mike Kranzdorf noted there was action at a recent Council meeting related to <br />Quiet Zones projects. Attorney Cotton -Baez said all the agreements have been <br />signed with the PUC. Still discussion to be had with CDOT but work will begin <br />soon at all crossings. Director Pierce will let City staff and Council know that the <br />LRC has a willingness to participate in the projects as sidewalks are a priority <br />for LRC and were included in the 2021 budget. <br />Council member Leh said the Council is considering a large infrastructure <br />project and funding source discussions are underway for a potential 2021 <br />Transportation Master Plan ballot initiative. He advises keeping the discussion <br />on the Work Plan very fluid. Commissioner Smith recommended creating a <br />category on the Work Plan to show which projects may be encompassed in the <br />overarching City infrastructure project. <br />Commissioners briefly discussed other Work Plan items, including the Wifi <br />connectivity project and fagade improvement program. Director Pierce noted <br />that the 2021 budget includes $150,000 for fagade improvement programming <br />and that it might be possible to bring something forward this summer, after <br />there is more information on the TMP priorities. <br />Commissioner Gorsevski also noted his support for a festive lighting project in <br />Downtown. Director Pierce explained that the City is currently exploring a <br />separation agreement with Xcel that would allow more control over lighting <br />infrastructure and use. She anticipates more information will be available ahead <br />of the 2022 budget process. <br />Director Pierce noted that the next step is to incorporate feedback from today <br />and then to share what new information becomes available about the City's <br />capital plan and TMP ballot item. <br />Commissioner Tofte recommends Commissioners watch the recording of the <br />April 13t" Council meeting.
