LL City,�i, Planning Commission <br />Louisville Staff Report <br />COLORADO • SINCE 1878 April 8, 2021 <br />ITEM: Review of 2021 City Council Work Plan and Potential Code Amendments <br />Discussion <br />PLANNER: Rob Zuccaro, AICP, Director of Planning & Building Safety <br />Lisa Ritchie, AICP, Senior Planner <br />SUMMARY: <br />Staff is presenting the following topics for review and discussion with Planning <br />Commission. The first is the approved 2021 City Council Work Plan. The remainder are <br />items staff would like input on for possible recommendations for the 2022 City Council <br />Work Plan. <br />2021 City Council Work Plan: The 2021 Work Plan includes a list of items that <br />Council priorities for completion within 2021. The list is organized by priority and <br />required annual items. The entire work plan is provided as an attachment. The <br />following items will include involvement of the Planning Commission: <br />o Transportation Master Plan Development and Implementation — Following <br />adoption of the TMP, certain recommendations have been implemented or <br />are in process. The attached City Council memo from March 9, 2021 <br />provides an update on current status of TMP implementation and possible <br />ballot measures to provide additional funding. This will be returning to City <br />Council for further discussion later this spring. <br />o Old Town Overlay Zone District — The 2021 budget includes consultant <br />support to review and revise the regulations for the Old Town Overlay. <br />This will include public engagement and evaluation of existing historic <br />buildings and new residential construction to understand the influences on <br />the historic small town character of the overlay. Planning Commission will <br />be involved through review and approval of any changes to the zoning <br />regulations (See attached RFP for more detail on the project). <br />o Height Calculations — Planning Commission recommended approval of a <br />draft ordinance on March 11, 2021. This will be considered by City Council <br />on May 4, 2021. <br />o Affordable Housing — City Council has included two phases of <br />implementing new affordable housing policies. The first phase is <br />development of an inclusionary zoning ordinance that would require <br />affordable housing contributions for any new housing development in the <br />City. Staff is currently developing the ordinance, which will likely be <br />presented to Planning Commission at next month's meeting. The second <br />phase is to review other potential programs for affordable housing, which <br />could include items such as exploration of affordable housing linkage free <br />for commercial development, incentives for affordable housing, working <br />12 <br />
