112 City0f <br />Om Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 7B2 <br />SUBJECT: <br />DISCUSSION/DIRECTION — DEBT FINANCING SCENARIOS <br />FOR POTENTIAL TRANSPORTATION PROJECTS <br />DATE: MAY 4, 2021 <br />PRESENTED BY: HEATHER BALSER, CITY MANAGER <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />KEVIN WATSON, FINANCE DIRECTOR <br />HILLTOP SECURITIES, CITY'S FINANCIAL ADVISOR <br />SUMMARY: <br />Representatives from Hilltop Securities, the City's Financial Advisor, will be at the meeting <br />to present some preliminary financial modeling for a possible bond issue to fund <br />transportation/underpass projects. The modeling is based on previous City Council <br />direction to consider a $50 million debt financing for construction of six underpasses. Two <br />financing scenarios have been prepared; a 20-year financing term and a 30-year <br />financing term. <br />FISCAL IMPACT: <br />Attached to this Communication is a memorandum summarizing the preliminary debt <br />structures and detailed debt service schedules for each financing scenario. <br />PROGRAM/SUB-PROGRAM IMPACT: <br />The transportation improvements support the City's Transportation goal to maintain a <br />safe, well -maintained, effective and efficient multi -modal transportation system at a <br />reasonable cost. <br />RECOMMENDATION: <br />There is no specific action requested at this time.
