City Council Finance Committee <br />Meeting Minutes <br />05/17/21 <br />Page 3 of 4 <br />The report and corresponding narrative can be located in the packet of the May <br />17, 2021 Finance Committee Meeting. <br />PRELIMINARY REVIEW OF THE UPCOMING BUDGET AMENDMENT <br />Kevin Watson, Director of Finance, presented a preliminary look at the proposed <br />budget amendment scheduled for City Council consideration on June 15. Director <br />Watson each of the five sections/purposes of the amendment <br />A. Carry -forward unused appropriations from 2020 to 2021 for projects that <br />Council approved for 2020 but, for various reasons, staff needed to extend work <br />on the projects/purchases into 2021. <br />B. Operating and capital adjustments to the 2021 expenditure budget for items <br />that staff did not anticipate, or were not measureable, at the time Council <br />adopted the original 2021 budget last November. <br />C. Operating adjustments to the 2021 expenditure budget related to changes in <br />staffing that have been approved since adoption of the original 2021 budget <br />last November. <br />D. Operating adjustments to the 2021 expenditure budget for the implementation <br />of wage adjustments from the 2020 market survey. <br />E. Revenue adjustments for delayed grants on delayed projects, for new revenue <br />estimates, and for new revenue sources that staff did not anticipate, or were <br />not measureable, at the time Council adopted the original 2021 budget last <br />November. <br />Mayor Stolzmann and the Committee Members had various questions covering all <br />five sections of the amendment. The Committee requested clarification of the <br />City's current processes and how staff might improve/lower carry -forward <br />amendments in the future. <br />The Committee requested that they receive a copy of the complete budget <br />amendment packet, including the department narratives, one week prior to the <br />normal distribution, so they h ave plenty of time to review. <br />The reports and corresponding narrative can be located in the packet of the May <br />17, 2021 Finance Committee Meeting. <br />STAFF REPORTS/UPDATES/DISCUSSIONS <br />Update on State's Sales & Use Tax System <br />Jeanette Longoria, Tax Manager, updated the Committee on staff's ongoing efforts <br />to review the State's Sales & Use Tax System (SUTS) and consider <br />implementation. Since the last meeting, staff has received a software <br />demonstration from the State Department of Revenue. Staff has also contact other <br />4 <br />
