Specifically, she voiced her concern that the current Planned <br />Community Zone Development is not sufficiently robust to ensure that the developer <br />Brue Baukol follow through on its sustainability commitments and goals. Tamar also <br />expressed concern about fugitive greenhouse gas emissions from this proposed <br />development. Tamar asked for clarification on why LSAB cannot comment on <br />proposed developments within the City. Mark responded that LSAB does not have <br />legal standing to comment on developments and that LSAB would have to obtain <br />such standing through an act of City Council. Katie responded that LSAB bylaws do <br />not allow for our providing commentary on proposed developments and that there <br />would be legal issues with LSAB providing recommendations (especially without <br />explicit permission to provide such advice). <br />6. 6:45PM LSAB Member Updates and Reports <br />Laura reported that the Boulder chapter of the Climate Reality Group is organizing a <br />trip to Jack's Solar Garden in Longmont on Saturday 26 June. Jack's Solar Garden <br />works at the intersection of solar deployment and agricultural land use. <br />Josh broached the issue of obtaining permission from City Council to advise the City <br />on proposed developments. At LSAB's last meeting Mark and Josh had reported on <br />the Open Space and Parks and Public Landscaping Advisory Boards' legal standing <br />regarding new developments, and they noted the narrowness of these Advisory <br />Boards' rights. Josh suggested that LSAB could or should ask for broad rights to <br />advise on issues of sustainability, principally drawing on the City's Comprehensive <br />Plan and Sustainability Action Plan. Josh wondered if LSAB wants to investigate this <br />possibility further. <br />Josh also raised Tiffany's idea of a sustainability brainstorming session. Josh asked <br />about how we could make this work within the open government guidelines. Laura <br />volunteered that there are no restrictions on just two LSAB members brainstorming at <br />one time. <br />Todd suggested that we might be able categorize such brainstorming as outside the <br />purview of LSAB. Katie suggested a workshop or study session format; she will <br />inquire with City staff. Laura suggested a special meeting or study session. Katie <br />suggested that this topic would fit nicely with the upcoming presentation on the <br />Sustainable Neighborhoods Network. Mark noted that there would be open <br />government issues with these discussion at a social gathering. Todd suggested <br />connecting with citizen's action organizations. <br />Laura proposed that LSAB skip Katie's staff updates since these updates are <br />recorded in the meeting packet. Katie provided just one brief update: the City and its <br />partners did not receive the state grant to assist in adoption of IECC 2021, but she <br />noted that other communities may still want to collaborate. <br />2 <br />
