City Council <br />Meeting Minutes <br />May 18, 2021 <br />Page 5 of 9 <br />Councilmember Dickinson stated he supports repealing the ordinance but he is less sure <br />on the need to require masks in the kid's programs. <br />MOTION: Councilmember Fahey proposed a substitute motion to approve the ordinance <br />with the updates presented this evening, and that the ordinance become effective on the <br />date the updated Boulder County Public Health Order is made effective. Seconded by <br />Councilmember Dickinson. <br />Councilmember Brown stated he feels a simple repeal is irresponsible as it leaves out <br />kids and his motion would be consistent with what schools are requiring and would <br />protect kids who cannot get vaccinated. <br />Mayor Stolzmann noted the ordinance changes can be handled separately from giving <br />staff direction on specific issues related to City facilities. <br />Public Comments — None <br />Mayor Stolzmann closed the public hearing. <br />Vote on substitute motion: Motion passed by unanimous roll call vote. <br />Mayor Pro Tem Maloney stated his concerns are about safety for kids in indoor settings <br />and asked how it can be addressed. Deputy City Manager Davis noted this is an issue <br />across the City with children's programming, not just at the Rec Center. When the new <br />County order comes out the approach the City will be based on what the County <br />recommendations are for children. <br />Councilmember Dickinson stated he is comfortable allowing staff to make a determination <br />on how to handle masking for children's programs based on the County's <br />recommendations. <br />Councilmember Brown stated he would like staff to have clear direction that children in <br />summer camp or in any programming need to wear masks in indoor settings. <br />Motion: Councilmember Brown moved that staff be directed to require children two and <br />over to wear masks for all indoor programming in City facilities through August. <br />Councilmember Leh seconded the motion. <br />Councilmember Lipton stated he supports letting staff figure this out and make <br />adjustments as needed without Council getting into the specifics. He feels staff should <br />have more flexibility to make adjustments as needed. <br />Mayor Pro Tem Maloney agreed. The Council has let staff know of our concerns and <br />intent and staff can require masks when appropriate. <br />
