The use of the two-story, 25', brick element <br />framing the entries reinforces the overall scale as below 30' as perceived from Front <br />Street. Staff finds the intent of this policy is met with the building design. <br />C5. A larger building may be divided into "modules" that reflect the traditional scale <br />of construction. <br />1) If a larger building is divided into multiple "modules," these should be expressed <br />three -dimensionally, by having significant architectural changes, through -out the <br />entire building. A single form should remain the dominant element, such that the <br />overall mass does not become too fragmented. <br />2) Step down the mass of larger buildings to minimize the perceived scale at the <br />street. <br />The front elevation of the building includes multiple <br />changes in articulation through the use of materials, a <br />recessed entry, and second story deck. The third story <br />is set back 7 feet from the ground level front facade. <br />This helps to minimize the perceived scale as viewed <br />from the street. <br />C6. If a third story is to be used, it should appear as a <br />subordinate "addition" to a two-story building. <br />1) In downtown, a third story may be incorporated <br />into a commercial type building when it satisfies <br />all requirements established in the Downtown <br />Louisville Framework Plan. <br />2) The third floor should be set back substantially <br />from the sidewalk edge such that the building will <br />appear to be two stories in height as seen from <br />across the street. <br />3) The third floor should also be set back from alley <br />facades as well. <br />4) Materials and details should be simpler than <br />those of the primary facade. <br />ill <br />As previously discussed, the third story is set back from the street and differentiated <br />with a lighter material and color than that used at the ground floor. The building will <br />appear as a short two-story facade (25' in height) from the west side of Front Street. <br />The third -story will be visible from the east side of Front Street, but will appear <br />subordinate to the heavier lower floor materials.
