Planning Commission <br />Staff Report <br />June 24, 2021 <br />No changes have been made to the staff report from May 20, 2021, except that <br />public comments received after that date are included as Attachment 4. <br />SUMMARY: <br />The applicant proposes a Final Planned Unit Development (PUD) Amendment to allow <br />the following: <br />- Modifications to the existing office/retail building at 950 Spruce Street, including <br />the addition of decks and storage areas on the south side of the building for <br />potential conversion of the top floor of the two-story building to between 3 and 5 <br />residential units. The bottom floor would be maintained as commercial space. <br />- Three new multifamily row -home units on the east side of the property facing <br />Front Street. The units are planned as three bedroom and include two -car <br />garages with access from the private parking lot at the rear of the building. The <br />building is proposed at three stories with a height of 36' above average grade. <br />- Closing the Front Street driveway access and reconstructing the sidewalk with <br />street trees and decorative brick banding. <br />- Reconfiguration of the parking lot and adding a new trash enclosure. <br />Also included in the application is a request for a Special Review Use (SRU) for the <br />proposed residential units, which is required for multi -family residential units in the <br />Commercial Community (C-C) zone district. Lastly, the proposal includes a Final Plat to <br />consolidate lots on the property to a single parcel. <br />BACKGROUND: <br />The original building at 950 Spruce Street was constructed in 1984 and was known as <br />the Fischer Building. The original PUD from 1983 shows the property as a mixed retail <br />and office building with 11,788 square feet of building area. The City later purchased <br />the building in 1989 in order to house the City's library. The building continued to house <br />retail uses with the library until 1994 when the library expanded to the entire building in <br />response to the rapid growth of the community at that time. In 2003 the voters <br />approved a tax to build a new library on the north side of Spruce Street that opened in <br />2006, after which the City sold the Fischer Building. The City approved a PUD <br />Amendment in 2006 to renovate and expand the building and convert it back to mixed <br />retail and office uses. The current PUD and Boulder County Assessor list the building <br />area as 14,352 Sq.
