Planning Commission <br />Staff Report <br />June 24, 2021 <br />PROPOSAL: <br />PUD/SRU Proposal <br />The proposal includes a combined PUD/SRU document. The plans show additions off <br />the rear of the existing 950 Spruce St. building to add decks, stairs and storage areas <br />for the propose residential use. The stairs and deck railings are painted steel and <br />storage areas below the deck are faced with stucco. Second floor windows would be <br />replaced with operable windows for the residential units. The application requests that <br />between three and five residential units be allowed on the second floor of the building, <br />with flexibility to maintain office space on this level of the building as well. <br />The three row homes facing Front Street are three stories and 36' in height and the total <br />area of all three units is 5,811 sq. ft. with 1,323 sq. ft. of garage area facing the private <br />parking lot. Each unit is planned for up to three bedrooms. The building incorporates <br />brick, light and dark grey stucco and gray painted siding on the first and second stories, <br />with the third story light and dark grey stucco. The rear of the units include two car <br />garages that access off of the alley and private parking lot behind the units. The plans <br />include a pedestrian walkway between the north side of the row homes and the 950 <br />Spruce Street building. <br />The existing Front Street curb cut into the parking lot will be closed and the sidewalk will <br />be reconstructed with brick banding and two new street trees. The on -street parking will <br />be restriped and will gain one additional space. The parking lot will be reconfigured and <br />include 25 off street parking spaces, with four of those designated as compact spaces <br />and two handicapped spaces. Depending on final mix of uses on the second floor of <br />950 Front Street, between 26 and 27 spaces would be required by code. The additional <br />one or two spaces would be provided through payment of the City's fee in lieu <br />allowance for downtown parking. The current fee per space is $21,525. One guest <br />parking space is required for the residential units, but may be provided by adjacent off- <br />street parking. <br />Four bicycle parking spaces are provided on the west side of the 950 Spruce Street <br />building. Three spaces are required. The existing trash enclosure in the parking lot will <br />be expanded to include areas for recycling and compost bins. New private landscaping <br />is proposed on the south side of the parking lot and includes a mix of trees and shrubs. <br />The plans include new parking lot lights, lighting for the residential units on Front Street <br />and lighting at the rear of the 950 Spruce Street Building. The parking lighting includes <br />one 15'-tall pole light and wall mounted lights at the rear of the 950 Spruce Street and <br />new row homes. Each residential unit includes a light at the recessed entry to each unit <br />and on the front facade adjacent to the Front Street sidewalk. All lights include full cut <br />off luminaires. <br />The sixth sheet of the plan set address the SRU request. Within the C-C zone district, <br />residential use of the property requires an SRU approval (Use Group No. 5, Multi -Unit <br />Dwellings).
