Revitalization Commission
Minutes
May 12, 2021
None.
Business Matters of Commission:
• Discussion/Direction — Funding to Enhance Downtown Patio Parklets
Director Pierce said this item was discussed in April and part of the
Work Plan goals related to Downtown streetscape initiatives and ongoing
support of businesses during the pandemic. Staff expects an increase in
demand for outdoor dining and there would not be enough supply to meet it with
the City's existing patio stock. Director Pierce received a quote and the cost has
increased from $12,000 per patio to $16,000 each. Canopy systems to allow for
shade have been quoted at $1,500 each. Staff can monitor and get a new quote
to see if construction prices come down. These would be manufactured and
purchased for next season since Main Street is currently closed for expanded
dining.
The City did a bid process and vendor selection within the past couple of years.
Director Pierce feels comfortable staying with the existing vendor since prices
are increasing across the market.
Council member Leh made a motion to delay purchase of patios until after
March 1, 2022. After discussion with the Commissioners, Council member Leh
revised his motion to delay the purchase until after October 1, 2021.
Commissioner Smith made a motion to ask the vendor to provide a price and
guarantee the price for 90 days, then vote on whether or not purchase the
patios.
Council member Leh withdrew his motion and asked to table the discussion.
Director Pierce said if the underpass discussions move forward the LRC would
probably need to table the discussion until the fall, which would be closer to its
normal budgeting process. The 2022 application process for patios will start in
January. Chair Adler reminded the LRC that the agreement would have to be
advanced to City Council for their approval then come back to the LRC for final
approval.
Commissioner Tofte asked if City Council will supplement the cost of purchase.
Only one patio is budgeted in 2022 for $12,000. Director Pierce said she does
not anticipate being able to add items to the City Capital Improvement Program
until 2023. Commissioner Tofte would prefer to wait on the decision.
Agenda Packet P. 4
