Commissioner Renfrew - That is what I was afraid of. One of my concerns with building <br />mounted lighting is that to effectively light the parking area they have to point out. If you are <br />going with 200 to 300 watt mercury's there will be a lot of light spreading onto Dillon, even <br />onto Highway 36. This is a problem with the new WalMart center on the Turnpike at <br />Sheridan. I don't think this would be a good idea on your property. Over the entry's, if it is a <br />down light, that should handled it. The other locations that you are showing us are a problem <br />to me. I would like that shown on the plan, in any case, prior to Council. <br />Mark Neuamn - We can prepare a photometric plan. These have focused beams. When you <br />turn on the light there is a clear line where the light starts and stops. <br />Q. To Staff - On the first condition on Resolution 5 A, it is a little unclear in that <br />whether you are saying there should not be any compact parking, or is it the <br />compact parking spaces next to the building? <br />A. Peter Kernkamp - Maybe I can clarify what I see as the issue. The issue as I see it <br />is whether or not having parking spaces butt right up to the building is an <br />acceptable design element for the community. If that is acceptable then they have <br />a reasonable solution here. I am just suggesting that the need for compact spaces <br />would not be there if you had provided on part of the site plan for some area <br />between the parking lot and the building. Essentially you are providing a sidewalk <br />instead of having them step off the curb into the parking space, which was <br />originally proposed. The staff concern about it is whether or not it is a desirable <br />design element that we want to have in the community, which is car parking spaces <br />butting right up against the building. <br />Q. To Staff - I understand that. I am saying that if we accept the condition we may <br />want to split into two sentences. So that it is clear that you are not advocating <br />eliminating all compact parking, just the parking next to the building? <br />A. Certainly when we look at compact parking spaces one of the elements is that if <br />they are used it is desirable to have those in locations that are less likely to be used <br />rather than the most likely to be used. Then there gets to be more of a potential <br />enforcement problem. That is kind of what the concern is. They have brought up <br />the point that even next to the stairwells it is not that high of percentage and that is <br />a point that can be taken into consideration. <br />Q. To Staff - You said a two foot grass strip, what would be meaningful in your <br />view? <br />A. Probably something in the range of six to 10 feet. <br />Q. In order to accomplish that it would be a major re -configuration of building site or <br />additional land? <br />A. Right. I guess then maybe the way to look at this is from the policy standpoint, <br />whether or not that having that kind of a configuration is acceptable. If that is <br />acceptable on the interior of the site as shown on here, then probably this can be <br />approved. If its determined that it is not a standard that we wish to maintain, that <br />a greater standard necessary, then probably this plan does not work. <br />24 <br />
