Commission Members Disclosures - All members visited the site. <br />Staff Presentation - Paul Wood gave the staff report. <br />P/C Questions to Staff <br />Q. There are some trees along Via Appia which state planted by others, what is the time table <br />on the planting of those trees? <br />A. That is the City's responsibility. As I understand it, it will be next year through the Tree <br />City U.S.A. program. <br />Q. Those will be deciduous trees? <br />A. Yes, with 35 foot spacing intervals. <br />Q. Is it correct that the additional 120 parking spaces are proposed for the grass area <br />immediately south of the building? <br />A. What staff is recommending, given our concerns that the peak times of the Rec Center and <br />Ice Rink may correspond, is improvement of an additional 55 parking spaces to the south <br />to be permanent paved spaces. <br />Q. If we add parking there, will the access off of Via Appia meet all of the City Standards, or <br />is there a required connection access to the Rec Center parking lot? <br />A. The Fire District has not looked at this plan since the incorporation of the permanent paved <br />parking. I am not sure I would be able to answer that at this time. <br />Applicant's Presentation - John Knapp, 4557 Tanglewood Trail, Boulder, Director of the Boulder <br />Valley Hockey Foundation. The original submittal created a fire access cul-de-sac which was <br />reviewed by the fire department. Staff recommendation is that we pave the area to the south <br />before opening to assure that there is no parking shortage. This additional area will not interfere <br />with the fire access cul-de-sac. It is our feeling that this area will be used for overflow parking <br />for the Rec Center. We only have maximum parking needs 8 - 10 times a year which last a <br />maximum of four hours. This is only forty hours a year inwhich the maximum parking would <br />be needed. We feel this can be accommodated by coordinating those events with the Rec Center <br />to allow us to use their parking area for overflow. Our concern, because we are a non-profit <br />organization, is the additional cost of constructing that extra parking area. During our public <br />meetings, prior to the preliminary submittal, the main concern of the neighbors to the south was <br />the lighting which is currently in place on the Rec Center lot. We are concerned that we are <br />setting up a conflict with regard to the lighting. We have located the light in an area that will be <br />heavily screened by trees. The additional lighting requested is going to be difficult to cover <br />because of the large drop off immediately adjacent to that area. We would be unable to put trees <br />along the south edge in a way that would block the lighting. <br />Public Comment with Regard to the Application - There were none. <br />P/C Question to Applicant/Staff <br />Q.
