Q. To Staff - On the staff recommendation there are seven conditions, on the resolution there <br />are eight? <br />A. Paul Wood - The eighth condition was drainage. I added that condition because I was not <br />sure how the drainage was going to be addressed. I just wanted to make sure we have <br />coordination between the Applicant and the Public Works Department prior to City Council. <br />I am not sure if that is an outstanding issue. <br />Public Hearing Closed Commission Discussion/Motion <br />Commissioner Renfrew - I think the plan, with the conditions that staff has recommended, looks <br />real good to me. I would like to see something more clearly defined on the escrow of funds with <br />regard to the future parking lot. Whether that be a condition of the Commission as to this <br />resolution, or a recommendation to Council or City Attorney, I am not sure. I do feel that needs <br />to be pinned down prior to Council action. <br />Commissioner McAvinew - I think this is a great addition to the Rec Center. As far as parking <br />goes, I would rather see the additional spaces put on hold and have some form of escrow. I am <br />not convinced that the 167 space are needed. I do agree with the conditions which are listed. <br />Commissioner Boulet - I agree with Commissioner McAvinew as far as the parking is concerned. <br />I do not want to let it slip by without some type of guarantee to the City that it could be built in <br />the event it is determined to be necessary. I do think it is hasty to require that up front when we <br />don't know that it is necessary. I think this issue may best be addressed in the ground lease. For <br />our purposes, I would suggest that we make a recommendation to the City Council that the <br />applicant either be required to provide the 55 additional spaces or make other suitable <br />arrangements to provide escrow funds which can be used for that purpose should the City <br />determine it to be necessary. <br />Commissioner VanNostrand - I agree with the other Commissioners comments. I think there <br />would be less problems by putting the 55 parking spaces into an escrow situation than to build the <br />parking lot now. I would think if the parking spaces were put in now we would have foot traffic <br />to the Rec Center immediately. I think we might modify the third recommendation to also ask <br />that there be an alternative lighting plan shown which incorporates 16 foot light standards along <br />the edge of the parking areas. I still have a problem with the landscape plan which shows the <br />trees to be placed by the City. I think we should recommend that the City revise the placement <br />of those trees so that material is used in a more ascetically pleasing area. Massing them more to <br />the south to provide some relief for the home owners to the south. <br />Commissioner Neal - I think this is a good plan. I think the only reason that parking became an <br />issue is that society has become more recreation oriented. I do have concerns with the parking <br />issues. It would be easier to put in a parking lot over a green space than the other way around. <br />My concern with the escrow of the funds is that if we put it in our motion, who will determine <br />the need for the additional parking area. Will it be the City, the Applicant, Planning Commission, <br />or whomever? <br />6 <br />
