SUBJECT: RESOLUTION 21-07: COOPERATION AGREEMENT FOR <br />TRANSPORTATION MASTER PLAN UNDERPASS IMPROVEMENTS <br />DATE: JULY 14, 2021 PAGE 3 OF 3 <br />Resolution #21-07 has also been prepared as Attachment #1, so that LRC can take <br />action for final approval on July 14. Adoption by the LRC on July 14 will allow the City <br />Council to understand there is a fully executed Cooperation Agreement before the <br />potential ballot language for November 2021 is finalized on July 27. <br />Please note that if City Council adopts the ballot language at second reading on July 27, <br />there will be limitations around future discussions of the Transportation Master Plan <br />underpass projects. Commissioners will be provided a copy of the Fair Campaign <br />Practices Act. The City will develop a factual summary on the ballot issue that is for <br />informational purposes only; this provides arguments both for and against the ballot <br />issue. Importantly, in official capacity as staff, City Council, and board and commission <br />members, public funds cannot be spent to advocate the ballot issue and projects. The <br />City can only answer factual questions until the November 2021 ballot. <br />RECOMMENDATION: <br />If City Council adopted the Cooperation Agreement for Funding Transportation Master <br />Plan Underpass Improvements on July 13, it is recommended LRC also adopt the <br />Agreement to fund underpass improvements in the Urban Renewal Area. <br />ATTACHMENTS: <br />• Attachment #1: Resolution <br />• Attachment #2: Cooperation Agreement <br />Agenda Packet P. 21 <br />
