Call to Order <br />Jessamine called the meeting to order at 7:02 PM <br />II. Roll Call <br />Board Members Present: Peter Gowen, Jessamine Fitzpatrick, Helen Moshak, Charles Danforth, <br />and Thomas Neville <br />Board Members Absent: David Blankinship and Laura Scott Denton <br />Staff Members Present: Nathan Mosely and Nick Potopchuk <br />Special Guests: Deb Fahey from City Council <br />III. Approval of Agenda <br />Jessamine approved the agenda without revision. <br />IV. Approval of Previous Meeting's Minutes <br />No discussion. <br />ACTION: Peter moved to approve the minutes unamended, Charles seconded, passed <br />unanimously. <br />V. Public Comments on Items Not on the Agenda <br />Jessamine reviewed the rules for public comment. There were no public comments. <br />VI. Staff Updates presented by Nathan Mosley and Nick Potopchuk <br />A. City Council will review a return to in -person official meetings at the July 13th meeting, <br />there was a discussion of technical difficulties regarding hybrid meetings. OSAB will follow <br />the guidance of the City Council but in -person meetings are not expected until August at <br />the soonest but most likely September. <br />B. There is extensive work being done to repair the Coal Creek trail that was damaged in the <br />storm last month. Staff is trying to keep the trail accessible for commuters and limiting <br />heavy equipment use to mid -day, this safety and access issue is being prioritized over <br />mowing. Work is expected to be completed by June 25th. Charles asked what caused the <br />damage to be so extensive and what measures can be taken to prevent reoccurrence. <br />Nathan noted the uncommon amount of rainfall, 2 inches within 24 hours, and Nick added <br />that the main issue was that the stream jumped the riverbed. The trail itself is old and <br />needs resurfacing, they are taking it down to the base and adding a slope for better <br />drainage. There may be an opportunity for adding concrete to sections of this trail to <br />improve resilience. Anneliese expressed a desire for OSAB to weigh in before concrete is <br />
