DISCUSSION/DIRECTION - FINAL PUD DEVELOPMENT PLAN - BALFOUR <br />RETIREMENT COMMUNITY ALVENUS SUBDIVISION <br /> <br />Paul Wood, Planning Director, stated that this is an assisted care facility, 150 unit senior/Alzheimer <br />care facility on Lots 6 & 7. Sixty units would be dedicated to assisted living apartments, 75 units <br />would be dedicated to Alzheimer care, and the remaining 15 would be dedicated to skilled nursing <br />beds. The assisted living wing was proposed as a three-story (53') facility oriented to Plaza Drive. <br />The 90 skilled nursing units are located in the two story (35') wing fronting on Hecla Drive. The two <br />facilities are connected by a one-story structure functioning as a common service/food preparation <br />area for both buildings. They proposed 86 parking spaces, exceeding the code requirement. <br />Landscape coverage was at 49%. One 32 s.f. identification sign was proposed adjacent to Plaza <br />Drive. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Michael Schonbrun, President and CEO of Balfour Senior Care, reviewed the history, concept, and <br />need for an assisted living facility in Louisville. He pointed out that they would employ <br />approximately 90 staff <br /> <br />David Gebel, Lantz-Boggio Architects, 5650 DTC Parkway, #200, Englewood, Colorado 80111, <br />reviewed the project. <br /> <br />Davidson called for Council comments. <br /> <br />Lathrop thought the project looked like the old sanitariums or institutions. He felt it would be a good <br />location for this type of facility and the facility is needed. Ideally, he felt the residents needed light <br />and color, not simulated stone, small windows, and high pitched roofs that would remind them of an <br />institution. He suggested larger windows, lap siding, and not quite so high. He wanted the <br />architecture to fit with Karen's in the Country. <br /> <br />Sisk agreed with Lathrop. He was worried about the "warehouse" effect they would create in <br />Louisville. He was not in favor of the three-story building. He was in favor of a senior facility at this <br />location, but one of better quality. He asked where they had built senior facilities. He asked how <br />they felt about giving priority to Louisville residents. Sisk want more landscaping on the project. <br /> <br />Schonbrun stated that Balfour is a new company and this would be their first project. His expectation <br />was that Louisville residents would be the first ones coming into this facility. He had not given <br />thought to giving a priority, but for assisted living that would be the case. For Alzheimer residents, <br />they would be drawing on a larger area. He stated that they intended to have extensive landscaping. <br /> <br />Howard agreed with the need for this type of facility and the location. He wanted the architecture <br />to blend with the neighborhood. He wanted lots of light, lots of color, and lots of landscaping. <br /> <br /> <br />
