LLitvof <br />LoLuSvilIe <br />COLORADO • SINCE 1878 <br />Economic Vitality Committee <br />Meeting Minutes <br />Thursday, July 16, 2021 <br />Regular Electronic Meeting <br />Call to Order: Mayor Pro Tern Maloney, on behalf of Chair Dickinson, called <br />the electronic meeting to order at 1:30 PM. <br />II. Roll Call: The following members of the City Council were present: <br />Councilmember Dickinson, Mayor Pro Tern Maloney, and Councilmember Leh. <br />Also present were Economic Vitality Director Megan Pierce, City Manager <br />Heather Balser, and four members of the public. <br />III. Approval of Agenda: Councilmember Leh made a motion to approve the <br />agenda. Motion was seconded by Chair Dickinson. Motion passed. <br />IV. Approval of Meeting Minutes: Councilmember Leh made a motion to approve <br />the meeting minutes of May 27, 2021; motion was seconded by Chair <br />Dickinson. Motion passed. <br />V. Public Comments on Items Not on the Agenda: Mark Oberholzer, Chair of <br />the Downtown Business Association (DBA), said that the DBA and Louisville <br />Cultural Council are discussing the dead zone space on Main Street and <br />considering what could be done to activate areas that are closed but do not <br />have restaurant seating areas. <br />VI. Discussion- Strategic Plan Item #1-3: Evaluate and Potentially Revise <br />Business Assistance Program (BAP) to Align with City's Strategic Goals <br />for Business Attraction and Retention: Director Pierce presented the BAP <br />evaluation slides which covered the toolkit, the pros and cons of the current <br />program, and other incentives. Chair Dickinson commented on some of the long <br />term vacancies in the City and mentioned some ways that could further <br />incentivize either larger businesses, or just other businesses to take over long <br />term vacancies. Director Pierce stated that it is important to make sure that all <br />businesses know that they are getting treated equally and have the same <br />opportunities available to them.
