Building Code Board of Appeals <br />Meeting Minutes <br />July 15, 2021 <br />Page 2 of 3 <br />Root reviewed a grant proposal council was interested in, which would include $10k <br />fee from the city, from the Energy/ Mineral Impact Assistance Fund. The grant was <br />for assistance in proposing 2021 Energy Code and Green Building, but the grant was <br />denied to Louisville and surrounding cities. City council would like to move forward for <br />Phase 1 consideration for a 2021 Energy Code. They are looking to adopt the code, <br />hence looking to BCBOA for recommendation. Root continued that what is being <br />introduced/reviewed tonight is a draft proposal 2021 IECC and electrification. Roots <br />opinion was to keep options in place and not force electrification for all. <br />The overall opinion of the BCBOA board is as follows starting with the concern of <br />Louisville being the first to adopt a 2021 IECC and being the bleeding edge or first to <br />market. Will residents have options or exceptions for their building project? Does <br />there have to be full electrification —allowing gas appliances at a higher percentage <br />rate of the 100% electric for trade off? There are multiple concerns regarding the R <br />values —continuous insulation on the home and attachment of decks. The board <br />commented on how the existing prescriptive code has a higher performance on <br />commercial buildings than what the 2018 IECC requires. Gatto added proposing the <br />ability of having the option of using a HERS rating on buildings instead of prescriptive <br />energy code method. Root and board members agreed. Gatto continued saying most <br />of his work is in Boulder and he builds to a less energy efficiency due to their code. <br />Berry and Geise requested to see the planning metrics for Louisville and wondered <br />when and how energy code would trigger for residential remodels and additions. <br />The final comment made by Berry and agreed by all board members was for <br />Louisville to not become like Boulder and to allow for options when requesting <br />permits for building projects, especially for residents that are doing their own projects. <br />The result could be residents/contractors not pulling permits or not doing any <br />projects. There was no motion made on this discussion and the discussion was <br />closed. <br />Root will bring comments and recommendation back to Rob Zuccaro (City planning <br />director) and the next meeting will have Zuccaro present. There was a discussion of <br />a council liaison, but because we are a quasi-judicial board, there is no liaison. <br />Staff Comments: <br />Burgener commented that she is leaving the city and her last day is Friday, July 30tn <br />The board thanked her and wished her well. <br />Root stated he will not propose that the city adopt 2021 i-codes but plans to jump to <br />2024. <br />Discussion Items for Next Meeting: <br />To be determined, depending on schedules. <br />Adjourn: <br />
