City Council <br />Meeting Minutes <br />July 20, 2021 <br />Page 5 of 9 <br />All members support a program that includes education and incentives; funding would <br />need to be included in the budget process. <br />Members discussed the general items they would like included in a proposed ordinance. <br />They agreed it should be required for new construction and substantial remodels. <br />Mayor Pro Tem Maloney stated he doesn't want to create an unreasonable burden on <br />people to change out lights quickly. He noted some lighting is needed for safety reasons. <br />Councilmember Brown stated he is open to a shorter amortization schedule if it makes <br />sense. <br />Councilmember Lipton noted the rules should allow for a reasonable display of lights for <br />various holidays. <br />Councilmember Fahey asked that the ordinance include ways for people to reduce light <br />pollution at little or no cost. <br />Councilmember Leh stated the ordinance should be thoughtful about how to require <br />changes and enforcement so there is not a lot of pushback from residents. <br />Mayor Stolzmann noted in her time on Council the far majority of comments she gets <br />regarding lighting is that there is too much. She noted there are ways to accomplish both <br />dark skies and safety. She supports a shorter amortization time. <br />Council asked staff to bring information on how much an average family would need to <br />pay to change out fixtures before setting an amortization period. <br />Mayor Stolzmann noted the City is working to replace streetlights in the neighborhoods to <br />make them Dark Sky compliant. Assistant City Manager Hogan stated the replacement <br />will be done over the next five years, all standard cobra head lights will be replaced with a <br />Dark Sky compliant head. <br />Members were supportive of including Downtown and commercial districts in the draft <br />regulations. <br />Principal Planner Ritchie stated staff will bring back an ordinance for Council <br />consideration later this year. <br />DISCUSSION/DIRECTION — CITY FACILITY SUSTAINABILITY UPGRADES <br />IMPLEMENTATION <br />Katie Baum, Sustainability Coordinator, stated $600,000 was allocated in the 2021 budget <br />for energy efficiency upgrades at City facilities with the goal of reducing energy <br />consumption and reducing energy costs.
