City Council <br />Meeting Minutes <br />July 20, 2021 <br />Page 7 of 9 <br />some direction for how local governments may apply and expend their allocation. <br />Generally speaking, the funds can be used for: <br />a) To respond to the public health emergency or its negative economic impacts, <br />including assistance to households, small businesses, and nonprofits, or aid to <br />impacted industries such as tourism, travel, and hospitality; <br />b) To respond to workers performing essential work during the COVID-19 public <br />health emergency by providing premium pay to eligible workers; <br />c) For the provision of government services to the extent of the reduction in revenue <br />due to the COVID-19 public health emergency relative to revenues collected in the <br />most recent full fiscal year prior to the emergency; and <br />d) To make necessary investments in water, sewer, or broadband infrastructure <br />Staff has reviewed the Interim Guidance and identified numerous projects that would be <br />eligible. This list of projects and programs includes investments consistent with the <br />guidance, that are either currently planned for (and may or may not be budgeted for or <br />included in the 6-year CIP), that represent an existing or anticipated need, and that would <br />provide some benefit to residents and the organization. In some cases, these projects will <br />not be completed unless they are fully budgeted for in a future budget cycle, and in other <br />cases the projects are partially funded and would free up funding for other priority projects <br />that may not be eligible uses of ARPA funds. Some of the projects identified in the <br />attached summary include: <br />• Behavioral/Mental Health services — Continuation of PD Mental Health clinician <br />• Small business assistance — Ongoing needs for post-COVID recovery assistance <br />for businesses. <br />• Community recovery assistance — Funding for nonprofit partners to address the <br />ongoing negative impacts of COVID-19 <br />o Funding for disproportionate impacts of COVID-19 including Housing and <br />Rental Assistance. <br />• Revenue loss — To support government services to the extent the City experienced <br />a reduction in revenue do to COVID-19 <br />o ARPA allows for a broad use of any funds received for revenue loss. Funds <br />can be used for Government services, as described on page 2 of this <br />memo. <br />• Investments in infrastructure - To make necessary investments in water, sewer, or <br />broadband infrastructure. <br />In addition to the funds made available as direct distributions to non -entitlement <br />communities, there are numerous other funding sources through ARPA that may be <br />available locally and regionally to help address the impacts of COVID-19. The City is <br />hiring a full-time staff position to assist with the coordination and administration <br />associated with the ARPA, as well as the identification, procurement and management of <br />
