SUBJECT: CITY MANAGER RECRUITMENT SERVICES CONTRACT <br />DATE: AUGUST 31, 2021 PAGE 2 OF 3 <br />deciding factor in making a recommendation. Candidate guarantees are also common <br />in the industry with most firms guaranteeing to repeat the recruitment should a <br />candidate not stay in the position for a designated length of time. <br />Two of the firms, Baker Tilly and Raftelis/Novak, were selected to move forward in the <br />process and were contacted for virtual interviews. Interviews were held on August 19 <br />with Mayor Pro Tern Maloney, Councilmember Fahey, Acting Human Resources <br />Director Robin Brookhart, and City Clerk Meredyth Muth. <br />The 45-minute interviews gave each firm time to present about their processes, <br />highlighting any unique options they use during a recruitment process. The <br />presentations were followed by questions regarding the proposals. Each firm was asked <br />to answer the following questions in their presentations: <br />• Please detail for us the process you will use to interview the City Council to fully <br />understand the attributes the Council is looking for in a new City Manager and <br />what issues or themes the City Council wants addressed. How would you include <br />the City's Management Team in that process? <br />• How will you personalize your process to the City of Louisville and its unique <br />characteristics? <br />• Who will be on your team working with the City and what are their qualifications? <br />Who will be the main point of contact? <br />• What steps will you take to ensure a diverse pool of qualified applicants for the <br />position? <br />• Knowing what you do about the current market, do you think the City will have to <br />consider giving any incentives to the finalist due to the local cost of living? <br />Based on the proposals and interviews, the Working Group recommends the Council <br />approve a contract with Baker Tilly for City Manager Recruitment services. <br />FISCAL IMPACT: <br />Baker Tilly's estimated cost is $24,500. Additional costs could be incurred if the City <br />chooses to have the consultant make additional trips to Louisville or complete additional <br />services. <br />The City should also budget for finalists to travel to the Louisville for the final interview <br />process. Costs will depend on how many finalists are out-of-state and distance in which <br />they need to travel. <br />As this was not an expense included in the 2021 budget, a budget amendment will be <br />required. <br />CITY COUNCIL COMMUNICATION <br />9 <br />
