XI. Upcoming Projects and Council Action
Councilmember Lipton said the Work Plan from May 111h is on Page 33. He said
that the next meeting was to include the next quarter Dash Board information and
would also like to see 1st quarter results. He asked if there some interest from
previous conversations about formalizing changes in the Financial Policy in
Reserves. Mayor Pro Tern Maloney thought that it would be good to review at that
time. Mr. Kowar added that we made changes on the reserves and tap fee type
policy changes to the last rates and asked if there are other changes that we
haven't implement or should be doing. As no additional policies were mentioned,
Mr. Kowar asked if the template used by Finance were acceptable. Mayor Pro
Tern Maloney agreed to this concept. Mr. Watson wanted to clarify that what was
discussed would be considered statement of procedures and template could be
provided.
Mayor Pro Tern Maloney asked for direction about purchasing water rights as
future topic. Mr. Kowar stated that staff will discuss in further detail and provide the
strategy once finalized. Councilmember Lipton noted the long standing strategy of
securing water rights as they become available and Staff has been good at
identifying opportunities. He cautioned going beyond a matter of policy issues and
getting into the execution or the more tactical issues that could complicate water
rights acquisitions. Mr. Kowar said we have a 2015 Raw Water Master Plan and
we can show you what we've accomplished or not in the plan and an update on
the plan. Councilmember Lipton asked can we add to the next meeting agenda.
Mr. Kowar and Mr. Peterson said that can be done. Councilmember Lipton asked
if there were any other questions.
