For example, applying a 5% turnback <br />assumes that the fund will only spend 95% of its budget, allows the City to allocate a <br />greater amount of resources and still maintain a balanced budget. <br />The following table summarizes the actual turnback percentages for 2016-2020 and the <br />targeted turnback percentages for 2021-2026 for all the main operating funds. Staff has <br />slightly adjusted the operational turnback percentage targets (2021-2026) from what was <br />presented at the September 7 presentation.
