RESOLUTION NO.65 <br />SERIES 2021 <br />A RESOLUTION SUPPORTING THE CITY OF LOUISVILLE'S GRANT APPLICATION <br />TO THE COLORADO STATE RECREATIONAL TRAILS GRANT PROGRAM, LAND <br />AND WATER CONSERVATION FUND GRANT CYCLE, FOR THE 104TH STREET <br />CONNECTOR TRAIL PROJECT <br />WHEREAS, the Colorado State Recreational Trails Grant Program is a partnership among <br />Colorado Parks and Wildlife, Great Outdoors Colorado, the Federal Recreational Trails Program, <br />and the Land and Water Conservation Fund; and <br />WHEREAS, the City of Louisville ("Louisville") is party to that certain 104th Street <br />Connector Trail Intergovernmental Agreement with the City of Lafayette ("Lafayette") and <br />Boulder County (the "County"), dated April 8, 2021 (the "IGA"), by which the parties have agreed <br />to contribute funds to the construction of a trail connection between the Coal Creek Trail and Rock <br />Creek Farm via the S. 104th Street corridor (the "Project"); and <br />WHEREAS, Louisville desires to apply to the Colorado State Recreational Trails Grant <br />Program for a Land and Water Conservation Fund Grant Cycle ("Grant Application") for the <br />purposes of partially funding the construction of the Project; and <br />WHEREAS, the properties on which the Project is to be constructed are under the control <br />of the City and its partners, Lafayette and the County, through ownership, joint ownership, and <br />pursuant to the terms of intergovernmental agreements and joint management plans, and will <br />remain open to the public in perpetuity; and <br />WHEREAS, Louisville understands that local governments applying for planning grants <br />must contribute a minimum of 100% match and may request up to $1,250,000; and <br />WHEREAS, Louisville further understands that grantees must secure and maintain specific <br />insurance policies, dependent upon the type of project and organization. Insurance policies must <br />be in place and active 30 days prior to the start of the project; and <br />WHEREAS, the City Council finds that the construction of Project is necessary and <br />beneficial to the Louisville community; and <br />WHEREAS, the City Council desires to express its support for the Grant Application and is <br />of the opinion that the City staff to request $1,250,000 in grant funding for construction of the Project; <br />and <br />WHEREAS, the City Council further desires to express its support for a scaled -back project <br />using available funds to improve the trail system should the City be awarded a grant in an amount <br />less than $1,250,000. <br />Resolution No. 65, Series 2021 <br />Page 1 of 2 <br />
