RESOLUTION NO.69 SERIES 2021 A RESOLUTION IN SUPPORT OF AN APPLICATION TO THE COLORADO DEPARTMENT OF LOCAL AFFAIRS INNOVATIVE HOUSING STRATEGIES PLANNING GRANT PROGRAM FOR THE CONDUCT OF A HOUSING STUDY FOR THE CITY OF LOUISVILLE WHEREAS, the State of Colorado has recognized that housing affordability is one of the biggest issues facing the state by enacting House Bill 21-1271 that creates grant opportunities for local governments to address this issue; and WHEREAS, the City of Louisville ("City") has limited policy to address the issue of housing affordability and diverse housing choices in the City; and WHEREAS, the City wishes to submit an application for the Department of Local Affairs Innovative Housing Strategies Planning Grant Program to conduct a housing study for the City, which is anticipated to include a housing needs assessment, community input on key housing policy issues, establishment of goals to improve housing options and affordability, and the development of polices and regulatory options that the City may consider to achieve such goals (the "Project"); and WHEREAS, the Project will include and inform the City's 10-year comprehensive plan update commencing in 2022 and ensuing policies and legislation; and WHEREAS, the City agrees that if grant funding is awarded, the City is required to complete the Project by implementing grant funding supported by matching funds of a minimum of twenty-five percent (25%) of the total cost of the Project; and WHEREAS, the City understands that if grant funding is awarded, all funds received under the grant must be spent before June 30, 2024; and WHEREAS, the City Council desires to express its support for the grant application and is of the opinion that the City staff should request $60,000 in grant funding. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LOUISVILLE, COLORADO: Section 1. The City Council strongly supports the application to the Department of Local Affairs Innovative Housing Strategies Planning Grant Program, for a grant in the amount of $60,000 ("Grant Application"), to assist in funding the preparation of a housing needs assessment and study (the "Project"), and if the grant is awarded, the City Council supports the Project's completion. Section 2. The City Council represents and warrants that the Grant Application includes matching funds for which the City is solely responsible to provide, and that the City has appropriated or will appropriate such matching funds if the grant is awarded.
