RESOLUTION NO.69 <br />SERIES 2021 <br />A RESOLUTION IN SUPPORT OF AN APPLICATION TO THE COLORADO <br />DEPARTMENT OF LOCAL AFFAIRS INNOVATIVE HOUSING STRATEGIES <br />PLANNING GRANT PROGRAM FOR THE CONDUCT OF A HOUSING STUDY FOR <br />THE CITY OF LOUISVILLE <br />WHEREAS, the State of Colorado has recognized that housing affordability is one of the <br />biggest issues facing the state by enacting House Bill 21-1271 that creates grant opportunities for <br />local governments to address this issue; and <br />WHEREAS, the City of Louisville ("City") has limited policy to address the issue of <br />housing affordability and diverse housing choices in the City; and <br />WHEREAS, the City wishes to submit an application for the Department of Local Affairs <br />Innovative Housing Strategies Planning Grant Program to conduct a housing study for the City, <br />which is anticipated to include a housing needs assessment, community input on key housing policy <br />issues, establishment of goals to improve housing options and affordability, and the development of <br />polices and regulatory options that the City may consider to achieve such goals (the "Project"); and <br />WHEREAS, the Project will include and inform the City's 10-year comprehensive plan <br />update commencing in 2022 and ensuing policies and legislation; and <br />WHEREAS, the City agrees that if grant funding is awarded, the City is required to <br />complete the Project by implementing grant funding supported by matching funds of a minimum of <br />twenty-five percent (25%) of the total cost of the Project; and <br />WHEREAS, the City understands that if grant funding is awarded, all funds received under <br />the grant must be spent before June 30, 2024; and <br />WHEREAS, the City Council desires to express its support for the grant application and is <br />of the opinion that the City staff should request $60,000 in grant funding. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1. The City Council strongly supports the application to the Department of <br />Local Affairs Innovative Housing Strategies Planning Grant Program, for a grant in the amount of <br />$60,000 ("Grant Application"), to assist in funding the preparation of a housing needs <br />assessment and study (the "Project"), and if the grant is awarded, the City Council supports the <br />Project's completion. <br />Section 2. The City Council represents and warrants that the Grant Application <br />includes matching funds for which the City is solely responsible to provide, and that the City has <br />appropriated or will appropriate such matching funds if the grant is awarded. <br />Resolution No. 69, Series 2021 <br />Page 1 of 2 <br />
