CDDSG: 3. Pedestrian and Bicycle Circulation <br />The PUD approved earlier this year authorized construction of the 8-foot detached <br />sidewalk along the lots fronting S. 96th Street and internal private drive network. The <br />proposal includes 2 exterior bicycle racks which meet the standards in the CDDSG. <br />The site design includes sidewalk connections to both S. 96th Street and the internal <br />private drive network. <br />CDDSG: 4. Architectural Design <br />The architecture of the carwash includes articulation and color variation along with <br />quality materials that provide interest and variety. The roof line includes a mix of flat and <br />pitched roof elements. Canopies are included over the entry areas and some of the <br />carwash bays. The building materials include a mix of split -face CMU block in two <br />colors and architectural metal panels in both a wood and ornamental metal finish. The <br />mix of materials and equivalent design is provided on all four sides of the building <br />CDDSG: 5. Landscape Design <br />The application complies with standards in the CDDSG for perimeter landscaping, <br />parking lot landscaping and GDP requirements for enhanced landscaping along the S. <br />96th St frontage. <br />CDDSG: 6. Screen Walls and Fences <br />The application does not include screen walls or fences. The proposal includes a trash <br />enclosure and vacuum stations constructed of split -face CMU block to match the <br />carwash building. <br />CDDSG: 8. Exterior Site Lighting <br />As described in the GDP analysis, the application exceeds the minimum standards for <br />lighting in the CDDSG. <br />Compliance with Section 17.28.120 <br />Section 17.28.120 of the Louisville Municipal Code lists 28 criteria for PUDs that must <br />be satisfied or found not applicable in order to approve a PUD. Analysis and staff's <br />recommended finding of each criterion is provided in the attached appendix. <br />Special Review Use for Carwash Use <br />This application includes a request for a Carwash, which requires approval of a Special <br />Review Use per the GDP. Section 17.40.100 (A) of the LMC lists the five criteria to be <br />considered: <br />1. That the proposed use/development is consistent in all respects with the spirit <br />and intent of the comprehensive plan and of this chapter, and that it would not be <br />contrary to the general welfare and economic prosperity of the city or the <br />immediate neighborhood; <br />Water Mill Carwash PUD & SRU Page 8 of 16 <br />PC — October 14, 2021 <br />22 <br />
